摘 要
近年来随着国有企业改革不断推向纵深,下岗人员以及农村富余人员增多,
就业压力空前。因此,扩大就业,支持下岗职工和失业人员再就业,是构建社会
主义和谐社会所必须面对的问题。解决好这一部分人员的就业问题关系着国家队
安定和团结,关系着人民群众的切身利益,关系着构建和谐社会能否实现,具有
很重要的现实意义。作为政府解决国有企业下岗失业人员再就业的方式,劳务派
遣不失为一种解决中国就业问题的新思路。因此,劳务派遣得到众多企业和组织
的青睐。但同任何新生事物一样,劳务派遣在实践中也不可避免地遇到一些问题。

如社会保险缴纳、劳务派遣员工劳动合同的签订、公司歧视劳务派遣劳务员工、
劳务用工薪酬设计、岗位安排等问题。

本文选取了油气田行业的 SW 公司作为研究、诊断对象,对国有企业劳务派
遣作了深入分析,从劳务派遣的基本知识、劳务派遣的优势以及存在的问题,讨
论了本公司的劳务派遣关系现状和存在的问题,对国内劳务派遣现状等进行一些
理论和实践方面的探讨,并在此基础上对劳务派遣在中国发展作一些对策研究,
提出促进其合理发展的几点建议。

ABSTRACT
With the deepening of SOE reform in recent years, laid-off workers and surplus
workers in rural area increased and the employment pressure unprecedented. Therefore,
expanding employment and supporting laid-off workers and unemployed persons to be
re-employed has become a problem that must be faced in building a socialist
harmonious society. To get this part of unemployed people re-employed has important
practical significance, because it is related to our country’s stability and people's vital
interests and even related to whether a harmonious society could be built successfully.
Labor dispatching is regarded as a new idea in solving employment problem in China
and is favored by a lot of enterprises and organizations, by which government solves the
problem of re-employment of laid-off workers from state-owned enterprises’. However,
as any other new things, labor dispatching inevitably encounters some problems in
practice, such as the payment of social insurance, labor contact signing of the
dispatched employees’, discrimination against dispatched employees, compensation
designing and job arrangements of dispatched labor, etc.
This dissertation, studying on SW Company in oil and gas industry, deeply
analyses labor dispatching in state-owned enterprises. Combined with the basic theory,
strengths and weaknesses of labor dispatching, analyze the company's status and
problems of labor dispatching. Based on theoretically and practically studies of the
domestic situation of labor dispatching, countermeasures and several suggestions are
proposed for the development of labor dispatching t in China as well.
