摘要
当前,在电力体制市场化改革的时代背景下,供电企业作为传统的人员密集型企业,
其发展更加依赖于人力资源管理的提升。人力资源管理的核心则是行之有效的绩效管
理,特别是科学合理的绩效考核体系对激发员工潜能、保障企业安全生产、提高企业优
质服务水平、实施构建坚强智能电网的企业战略具有重要的意义。

本文以渭南供电局检修生产人员绩效考核体系为研究对象,综合运用人员访谈、问
卷调查、资料分析等方法,通过对渭南供电局检修生产人员绩效考核现状的调查,了解
和分析了渭南供电局检修生产人员现有绩效考核中存在的主要问题。针对问题,提出了
在坚持以人为本、公平、实用原则的基础上,运用KPI考评法,依据岗位责任制的划分,
对班长及检修生产班组成员设计了不同考核指标体系,从而实现了对渭南供电局检修生
产人员绩效考核体系的优化设计。解决了渭南供电局检修生产人员绩效考核的量化评价
问题。

通过对渭南供电局检修生产人员绩效考核体系的优化设计,为检修人员的绩效考核
提供了技术支持,同时,对促进检修生产人员及企业整体绩效的提升都具有积极意义。

Abstract
At present, the development of power supply enterprise which is served as
the traditional personnel intensive enterprise depends on the promotion of
human resource management under the background of the electric power
system reform. The core of human resources management is an effective
performance management. Especially it has important significance to
stimulating staff potential, assuring the safety production of enterprises,
improving the enterprise quality service and the construction of strong smart
grid.
Acting of electrical equipment installation and maintenance personnel as
the breakthrough point, we can analysis the causes of the problems, and put
forward to further methods. They base on principles which are
people-oriented, fair and practical, establish clear KPI evaluation system .By
the system of post responsibility division we design different appraisal index
system to the monitor and the members of Electrical equipment installation
and maintenance personnel. In the end, we solve the appraisal evaluation
problems of electrical equipment installation and maintenance personnel
appraisal system of Weinan Power Supply Bureau.
Optimization designing the maintenance personnel appraisal system
provides technical support for maintenance personnel performance appraisal
of Weinan Power Supply Bureau. At the same time, it is positive meaningful
to promotion performance of the maintenance of production staff and the
whole enterprise.
