本文认为,LH报社作为目前省内唯一一家具有统战政协背景的省直机关报,
多年来,积极探索“事业单位,企业化管理”的管理模式,取得了长足发展。但
是,LH报社在人力资源管理方面,特别是在员工激励方面,存在着激励导向单一、
绩效评估重“量”轻“质”、员工发展渠道有限等问题,使得员工潜力得不到充分
发挥。在当前体制改革趋势下,本文尝试从薪资激励、职业发展、成就动机、行
为表彰、办公条件、人文关怀六个方面入手,建立新的激励方案,以解决报社在
吸引人才、使用人才、培养人才、留住人才方面存在的问题,进一步提升员工积
极性和工作业绩,为报社主动适应新体制新机制、增强凝聚力竞争力提供可靠的
人力资源保障。

Abstract
Confronted with the grand background of cultural system reform, the new
characteristics of competition in the newspaper publication area and the new
contradictions and problems of the development of the newspaper office, newspaper
office L eagerly needs improvement in the aspect of staff incentive. Based on the
all-round comprehensions of the recent staff incentive system in newspaper office L and
serious analysis of its problems and causes, using the research results of domestic and
international incentive theory for reference, this thesis explores for the establishment of
a incentive system,which is associated with socialist market economy institution,
enterprise restructuring and enterprise strategic objectives,by the method of individual
interviews and questionnaire surveys. The purpose of this thesis is to provide references
for the build-up of high-quality talent team, the improvement of employee motivation,
the development of employee potential and the enhancement of enterprises
competitiveness for the newspaper office.
According to this thesis, as the unique direct provincial institutional newspaper
office that possess the background of united front CPPCC,L has being actively
explored the management mode of public institution-commercialized management for
many years and has obtained tremendous development. However, in the aspect of
human resource management, especially in that of staff incentive, there are many
problems, such as single incentive leading, much attention in quantity and ignorant in
quality in performance evaluation and over-narrow channel of staff development, which
refrains the staff potential from being well developed. Under the tendencies of system
reform, this thesis attempts to establish new incentive programs in the six aspects of
salary incentive, career development, achievement motivation, behavior commendation,
work condition and humanistic concern, in order to solve the problems of
talent-attraction, talent-using, talent-training and talent-retaining, furthermore promote
the staff enthusiasm and performance, provide reliable guarantee of human resources for
the newspaper office to actively adapt new system and new mechanism,as well as
