自2009年开始,烟草行业也将对标管理思想引入到行业之中,在行业内幵
展对标工作逐渐成为中国烟草行业新的主题。国家烟草局还同步启动了基层卷烟
生产企业的“创建优秀卷烟工厂”活动,列出了十项核心经济技术指标作为基层卷
烟生产企业工作的考量标准。
如何在“创建优秀卷烟工厂”十项核心经济技术指标的基础上进行拓展,构建
出适合中小型卷烟生产企业发展要求的对标指标体系,并将对标管理理论和对标
指标体系有效结合起来指导企业的发展,成了各个中小型卷烟生产企业的工作重
点和难题。
本论文将着重以对标管理理论作为基础,应用平衡计分卡和价值驱动模型,
在十项核心经济技术指标的基础上进行拓展,构建出适合中小型卷烟生产企业发
展要求的对标指标体系,并在对标指标体系的基础上形成运行体系。以此帮助中
小型卷烟生产企业将对标管理理论与创建“优秀卷烟工厂”活动相结合,促进企业
的健康持续发展。

Abstract
Benchmarking Management, originated in SHILE Company, is one of a kind of
virtuous cycle management method which aims at learning from others1 advanced
experience to improve its inadequacy, so as to enhance its competitiveness and catch
up or exceed the benchmarking enterprises. As a popular management tool,
benchmarking is widely researched and applied in the world,and act as a
conventional management tool in lots of big companies,making great achievement in
the routine operation and management.
Benchmarking management was introduced as a new topic in China Tobacco in
2009. Based on the current benchmarking work, the state bureau started the activity of
outstanding primary unit establishment, issued ten core economic technical indices to
judge the work of tobacco company.
It turns to the core study of tobacco company that how to form the
comprehensive benchmarking management index system fit for the small and median
tobacco manufacturing companies and how to guide the company development with
the combination of Benchmarking management and benchmarking theory, based on
the core economic technical indices for the creation of outstanding tobacco company.
Based on the benchmarking theory, this paper would form the proper
benchmarking system for small and median term tobacco companies and make it into
practice by balanced scorecard and value driven model, and make deep analysis and
exploration on the ten core economic technique indices. Hope that the outcome would
be of help to the health company development and the creation of outstanding tobacco
company.
