摘要
高新技术企业对增强我国自主创新能力、推动产业结构优化升级、协调区域经济发展水
平等方面起到了关键作用。当前，我国高新技术企业的发展水平距成为引领区域经济协调发
展、增强国际竞争力的中坚力量这一目标仍有一段距离。因此如何提升高新技术企业核心竞
争力，助力高新技术企业获得可持续的长效发展能力仍然是值得不断探究的问题。论文以竞
优理论为基础，采用竞优评析法来识别高新技术企业中的标杆企业，并就如何运用识别结果
促进高新技术企业长效发展提出针对性建议。
论文构建了识别高新技术企业标杆的评价指标体系。以高新技术企业核心竞争力水平为
标杆识别的主要抓手，通过文献梳理与总结，确定了六个一级评价指标，并细化为 19个二
级指标，构成初步的评价指标体系。在此基础上，利用因子分析法对指标体系进行检验并根
据检验结果作出相应调整，确定最终的指标体系。
论文构建了识别高新技术企业标杆的竞优评析模型。首先构建高新技术企业个体优势特
征识别模型，从最有利个体的视角确定出各个企业的优势特征权重结构。然后构建个体代理
评价模型，对所得出优势特征权重结构进行运算，遍历每个行业，得出各企业在行业中的优
势频数，并进行排名。最后构建民主代理评价模型，汇集每个被评价主体的优势权重结构进
行加权处理，得出统筹个体与全局的评价结果，从中筛选出标杆企业。
论文以辽宁省为例，进行实证分析。辽宁省高新技术企业的高质量发展具有带动东北老
工业基地再振兴，促进我国区域协调发展的作用。但目前还存在企业核心竞争力不足、缺
乏行业领军企业、管理效率低等问题。因此论文选取辽宁省高新技术上市公司为研究样本
进行实证分析，通过相关数据库收集企业数据，运用竞优评析模型进行运算，分析标杆识别
结果，并提出针对性建议。在验证研究方法的有效性的同时，助力辽宁省高新技术企业实现
长效发展。
基于竞优理论的标杆识别研究有助于高新技术企业借助个体优势特征识别结果和标杆
企业的识别结果，加深对企业自身短板的了解，明确学习目标，开展有针对性的对标学习，
增进企业间的相互了解，进行有针对性的交流与合作，同时也为政府部门制定相关政策提供
参考依据。

Abstract
High-tech enterprises have played a key role in enhancing my country's independent
innovation capability, promoting the optimization and upgrading of industrial structure, and
coordinating the level of regional economic development. At present, there is still a distance
for the development level of high-tech enterprises to become the boring power to lead my
country's regional economy and enhance international competitiveness. Therefore, how to
improve the core competitivenessof high-tech enterprises and how to helphigh-tech
companies maintain sustainable economic development capabilities, are still the problem of
scholars constantly exploring. This article is based on the competitive advantage theory to
recognize the benchmark companies in high-tech enterprises by competitive evaluation
method. According to the identification result to make suggestions for high-tech enterprises to
improve their core competitiveness and achieve long-term development.
Constructing the CoreCompetitiveness Evaluation IndexSystem of High -tech
Enterprises. First, through the literature combing method to confirm the six dimensions of the
core competitiveness of high-tech enterprises and 19 secondary indicators that can represent
each dimension, and constitute a preliminary evaluation index system. On this basis, the index
system is used to test the index system and corresponds adjustments according to the test
results and determine the final indicator system.
Constructing the EvaluationModel of the CoreCompetitiveness of High -tech
Enterprises. First, construct a high-tech enterprise individual strength identification model, and
determine the advantageous characteristic weight structure of various enterprises from the
most favorable individual perspective. Then, construct an individual agent evaluation model to
bring the advantageous characteristic weight structure of each enterprise in the industry to the
individual agent evaluation model, respectively, spread throughout the industry to the industry
in the industry. Finally, build a democratic agent evaluation model to collect each of the
advantageous weights of each evaluated subject and perform weighting processing, get the
evaluation results of the individual and global evaluation and screen a benchmark company.
Taking Liaoning Provinceas an example toconduct an empiricalanalysis. The
high-quality development of high-tech enterprises in Liaoning Province has the role of driving
