摘要
我国汽车零部件2021年的销售收入为4.9万亿元,复合增长率达到7.2%。巨大的
市场需求也带来了丰厚的市场红利,但是并不是每个工厂能轻易的进入汽车零部件市场,
成为车厂的一级供应商(Tier1),强大的研发、制造能力作为进入汽车制造商供应链体
系的基本要求,新产品研发就是供应商综合能力的体现,而在新产品研发过程中会存在
各种变更,若这些变更不受管控,不能形成闭环管理,会造成产品的范围、成本、质量、
进度偏离立项时的基准,影响项目的正常推进和最终的交付效果。
本文以A研发项目变更管理为案例,通过文献分析法、案例分析法、挣值分析法研
究FY管理变更管理存在的问题,分析问题产生的原因并研究适合FY公司的最优解决方
案。FY公司有一定的变更管理要求,也有对应的文件支持变更,但随着汽车零部件的研
发周期要求越来越短,同时项目的变更越来越频繁,在诸多变更的条件下还要保证项目
的进度、成本和质量,这对项目的变更管理的要求越来越高。现有的变更管理方案在变
更实施过程中存在缺乏控制机制,变更需求分析评估不严瑾,没有实施和监控记录等问
题。这些问题造成了项目的进度延后,相比于预算基准成本超标,质量未达到公司和客
户的要求,同时还在造成了客户满意降低及内部考核绩效低等不利影响。
针对变更管理过程中存在的问题,以定性定量分析法和鱼骨图法分析变更管理问题
产生的原因。基于IATF16949、VDA6.3的体系和过程要求进行自查自审,再结合2020及
2021年的客户审核时审核专家提出的问题,从中归纳总结出四大主要原因:变更控制流
程不完善,没有固定的信息化平台,变更管理的标准文件不完善,缺乏变更管理的培训
机制。在这些原因的基础上,基于变更控制模型、PDCA循环理论,结合FY公司本身的
发展现状和变更管理的环境,设计了适合FY实施的一套“变更受理-变更分析/评估-审
批-实施/验证-确认/处理”的流程,并通过IATF16949、VDA6.3的体系、过程要求和客
户审核问题的点检,确保流程的合理性;固化了以 PLM为基础工具的信息化管理平台;
完善变更管理清单和变更申请评估/审批表;最终通过培训机制,让变更管理流程得以
在公司进行有效宣导、推行,使有着不种工作经历、知识背景、性格的参与人最终达到
一致的执行理念和执行方法。本文研究总结的变更管理方法可以作为 FY公司进行变更
管理的一般性方法,在保证有效的变更管理执行基础上,减少了变更管理过程中的疏漏
和不规范性,让公司的项目管理更能适应快速迭代的产品需求,提高公司效率和客户满
意度。也可作为其他零部件或其他行业的变更管理提供启示和经验。

Abstract
China's auto parts sales revenue in 2021 was 4.9 trillion Yuan, with a compound growth
rate of 7.2 percent. The huge market demand also brought lucrative market dividend, but not
every factory can easily enter the auto parts market, be a main supplier factories (Tier1), strong
ability of research and development, manufacture as the basic requirement of intoauto
manufacturers supply chain system, the embodiment of the new product development is the
supplier of comprehensive ability, In the process of new product research and development,
there will be various changes. If these changes are not controlled and closed-loop management
cannot be formed, the scope, cost, quality and schedule of the product will deviate from the
benchmark at the time of project approval, affecting the normal progress of the project and the
final delivery effect.
This paper takes the change management research of A development project as the case,
studies the existing problems of FY management change management through literature
analysis, case analysis and earned value analysis, analyzes the causes of the problems and
studies the optimal solution suitable forFY company. FY company has certain change
management requirements, also has the corresponding change in file support, however, as the
car parts demand and shorter development cycle, project change more frequently at the same
time, under the condition of many changes and ensure that the project schedule, cost and quality,
it is more and more high to the requirement of project change management. The existing change
management procedure has some problems in the process of change implementation, such as
lack of control mechanism, lax analysis and evaluation of change requirements, and lack of
implementation and monitoring records. These problems have caused the project schedule to
be delayed, the cost exceeded the budget benchmark, and the quality did not meetthe
requirements of the company and customers. At the same time, they have also caused the
negative impact of reduced customer satisfaction and low internal appraisal performance.
In view of the problems existing in the process of change management, qualitative and
quantitative analysis and fishbone diagram method are used to analyze the causes of change
management problems. Based on the system and process requirements of IATF16949 and

VDA6.3, we conducted self-inspection and self-audit, combined with the questions raised by
audit experts during customer audit in 2020 and 2021, and summarized four main reasons: The
change control process is not perfect, there is no fixed information platform, the standard
document of change management is not perfect, and the training mechanism of change
management is lacking. On the basis of these reasons, based on the change control model,
PDCA cycle theory, combined with FY Company’s own development status and change
management environment, a set of "change acceptance - change analysis/evaluation - approval
-implementation/verification-confirmation/processing" processsuitableforFY
implementation is designed. And through IATF16949, VDA6.3 system, process requirements
and customer audit problems point check, to ensure the rationality of the process; Solidify the
information management platform based on PLM system; Improve change management list
and change application evaluation/approval form; Finally, through the training mechanism, the
change management process can be effectively promoted and implemented in the company, so
that participants with different work experience, knowledge background and personality can
finally reach the same implementation concept and method. In this paper summarized the
change managementmethod can beused as FY companygeneral methods ofchange
management, on the basis of ensure implementation of effective change management, reduce
the defects and defects in the process of change management, make the company's project
management can better adapt to a fast iterative product demand, improve the efficiency of the
company and customer satisfaction. Can also be used as other parts or other industries change
management to provide inspiration and experience.
