A所薪酬管理优化研究
摘
要
《关于深化国有企业改革的指导意见》中对产权和证券交易的性质进行了明确规定,
并把其纳入了资本市场体系范畴之内,同时有详细的条款明确了产权交易市场是多层次
资本市场体系的重要组成部分。
A所作为江西省综合性产权交易机构,是为产权交易提供场所、设施和信息等配套
服务,并履行相关职责的机构。A所承接业务板块主要有全省产股权、企业增资、实物
资产、金融资产、金融产品、技术知识产权等服务;同时也承担着各种托管业务、碳排
放交易及咨询服务等业务。
A所的薪酬管理体系具有典型的代表性。随着产权交易市场的放开,A所规模和员
工人数的不断壮大,薪酬无激励性、用工不平等、绩效考核等诸多人力资源问题不断暴
露出来。
本文主要以 A所的薪酬管理作为研究对象,研究发现,A所薪酬管理的主要问题在
于激励效应没有达到应有的效果,针对此问题,在深入研读国内外文献和理论的基础上,
本文采用问卷调查的方法,通过构建包括个人基本信息、薪酬满意度、薪酬管理内容、
薪酬激励性评价、薪酬分配公平合理性、福利合理性以及对薪资建议等七个内容板块,
对其现行薪酬管理体系进行了深入调研。调研发现主要是薪酬水平不高、薪酬激励性不
足以及薪酬公平性缺失等是造成 A所激励效应没有达到应有的效果的原因。本文进而提
出 A所薪酬管理体系优化方案,建议从建立激励机制、推进薪酬结构改革、优化薪酬分
配制度等环节入手,推动 A所薪酬管理体系朝着更加有效的方向前进,进而调动A所
员工工作积极性,提高单位整体工作能效。

Abstract
The Guiding Opinions on Deepening the Reform of State owned Enterprises clarifies the
nature of property rights and securities trading, and brings them into the capital market system
and detailed regulations, and clarifies that the property rights trading market is an important
part of the multi-level capital market system.
As a comprehensive institution engaged in property rights trading in Jiangxi Province,
and an institution that provides places, facilities, information and other supporting services for
property rights trading and performs relevant functions. The business sector is mainly the
equity, enterprise supplement, physical assets, financial assets, financial products, intellectual
property rights, etc. within the province; In addition, there are various custody, carbon trading
and consulting businesses.
The salarymanagement systemstipulated inparagraph Ais typicalWith the
liberalization of the property trading market and the increase of the size of A and the number
of employees, a series of human resources problems have been exposed, such as insufficient
salary incentives, unequal employment opportunities, job performance evaluation, etc.
In view of this, on the basis of in-depth study of domestic and foreign literature theory,
this thesis adopts the method of questionnaire survey, including establishing a database of
personal character, salary satisfaction, salary management content, incentive evaluation, fair
and reasonable salary distribution, etc, The current salary management system has been
studied in depth, and the welfare rationality and salary suggestions have been analyzed. The
study found that the low salary level, insufficient salary incentive and unfair salary are the
main reasons why incentive A failed to produce the expected results. This thesis further
proposes to optimize the salary management system, starting with establishing an incentive
mechanism, promoting the reform of salary structure, and optimizing the salary distribution
system, Promote the development of the salary management system stipulated by Category A
to improve the efficiency, so as to mobilize the enthusiasm of Category A employees and
improve the overall work efficiency of the unit.
