摘要
党的十九大以来,中国经济已由高速增长阶段转向高质量发展阶段,要真正实
现这一质的飞跃,就要求各层次经济实体深刻理解高质量发展的内涵,准确把握高
质量发展的主要特征,建立研判标准体系,进而结合企业发展现状找到自身的短板,
特别是影响高质量发展的关键因素,并有针对性地予以改善,以实现高质量发展的
目标。
本文以 GL制药有限公司为研究对象,基于大量的文献研究和企业深入调研,明
确了高质量发展的内涵、特征和实施路径,较为全面地掌握了企业的实际运营情况
和关键运营数据。进而,从长短期、动静态以及定性定量相结合等角度提出了高质
量发展评价指标的选取原则,采用问卷调查、专家访谈等方式,确定了创新发展能
力、协调发展能力、绿色发展能力、开放发展能力、共享发展能力和企业营运能力
等六个一级指标和 R&D强度、研发人数占比等 30个二级指标,形成较为完整的评
价指标体系;而后,进行模型与算法设计,即:运用 AHP确定了各指标权重,并对
所需数据进行标准化处理,通过加权求和的方式计算出高质量发展各分类指数及总
指数,由此形成高质量发展评价体系,并依此对 GL公司进行高质量发展水平实证研
究。评价结果暴露出企业在科技创新、低碳环保、市场占有率等方面存在的突出问
题,研发人数占比、节能项目数量、市场占有率等相关具体指标值揭示出导致问题
的主要原因,据此提出研发队伍建设、节能减排、细分市场等改善建议。
依托高质量发展评价体系可以对企业高质量发展水平进行客观的评价,相关改
善建议的实施,将有效促进 GL公司的高质量发展,同时也对行业同类型企业今后的
发展具有一定的参考意义。

Abstract
Since the 19th National Congress of the Communist Party of China, China's
economy has changedfrom a stage of rapidgrowth to a stage ofhigh-quality
development. To truly achieve this qualitative leap, economic entities at all levels need to
deeply understand the connotation of high-quality development, accurately grasp the
main characteristics of high-quality development, establish a research and judgment
standard system, and then find their own weaknesses, especially the key factors affecting
high-quality development based on the current situation of enterprise development, and
make targeted improvements in order to achieve the goal of high-quality development.
Based on a large number of literature research and in-depth enterprise research, this
paper takes GL Pharmaceutical Co., Ltd. as the research object, defines the connotation,
characteristics
and
implementation
path
of
high-quality
development,
and
comprehensively grasps the actual operation and key operation data of the enterprise.
Furthermore, from the perspective of combining the angles of long-term and short-term,
dynamic and static, qualitative and quantitative, the selective principles of high-quality
development evaluation indicators are proposed. By means of questionnaires and expert
interviews, six first level indicators, such as innovation development ability, coordination
development ability,
green development ability, open development ability, sharing
development ability and enterprise operation ability, and 30 second level indicators, such
as R&D intensity and the proportion of R&D personnel, are adopted to form a relatively
complete evaluation index system; Thereafter, the model and algorithm are designed, that
is, AHP is used to determine the weight of each index, and the required data is
standardized. The classification index and total index of high-quality development are
calculated by means of weighted summation, so as to form a high-quality development
evaluation system, and based on this, an empirical study on the high-quality development
level of GL Company is conducted. The evaluation results revealed the prominent
problems of the enterprisein scientific and technologicalinnovation, low-carbon
environmental protection, market share and other aspects. The proportion of R&D
personnel, the number of energy-saving projects, market shareand other specific
indicators revealed the main reasons for the problems. Based on this, suggestions for
improvement in R&D team construction, energy conservation and emission reduction,
market segmentation and other aspects were put forward.
