摘
要
受益于我国经济的快速增长,汽车年产销量长期位居世界首位,保有量逐年提高,
年复合增长率超 10%。截止到 2020年底,我国汽车保有量已达 2.81亿辆,超越美国跃
居世界第一。最近几年国家相关部委为了促进汽车产业健康高效发展,加快创新步伐,
正向引导和管理汽车检测行业市场行为,有条件的放松了国家级汽车检测中心成立及取
证资格,以大连国家汽车质量监督检测中心为代表的多家新的汽车检测机构正在建设当
中。随着新的检测中心的加入,市场竞争形势将随之变化。面对着复杂多变的外部环境,
本文力图在理论知识的指导下,对宏观环境及汽车检测行业细致分析的基础上,结合企
业自身资源和能力情况制定出科学有效的发展战略。
本文以 Z汽车检测公司为研究对象,通过 PEST和波特五力理论分析方法,在对外
部宏观环境及行业竞争情况进行分析的基础上,总结归纳出企业所面临的机遇与威胁。
其外部机遇包括:汽车消费升级、商用车排放标准法规升级、汽车产业向新能源方向转
型等;外部威胁包括:政策法规变化、动力技术转型、市场竞争加剧等。随后通过内部
环境分析得出企业自身的优势与劣势。优势包括:设施设备的后发优势、地缘优势、国
有企业的背景优势等;劣势包括:流动资金有限、人力资源短缺、缺乏市场认可等。之
后,通过 SWOT矩阵分析,选择制定了 ST多元型发展战略,从核心业务战略、合作共
赢战略、业务范围拓展、客户关系管理四个方面制定了具体的实施方案。为确保战略方
案的成功实施,提出了财务资金保障、人力资源保障、规章制度建设和企业文化建设等
方面的保障措施,以实现在环境、资源、能力、目标、方法上的有效匹配,推动企业的
可持续发展。在国家振兴老东北工业基地以及辽宁沿海经济带战略的大背景下,依托大
连的地缘优势,建立健全辽宁省在汽车产业链条上的重要一环。

Abstract
Benefiting from the rapid development of China economy, annual automotive production
and sales have remained at the world's first place for long time. The number of automotive
has been increasing year by year, with a compound annual growth rate of more than 10%. As
of 2020, the total amount has reached 281 million, surpassing the United States and ranking
the first place worldwide. In recent years, in order to promote the healthy and efficient
development of the automotive industry, speed up the pace of innovation, and positively
guide and manage the market behavior of the automotive testing, inspection and certification
industry, the relevantnational ministries and commissions have conditionallyloose the
requirement for establishment of national automotive inspection centers and the qualifications
for obtainingcertificates. A numberof new automotivetesting institutions suchas Z
automotive test company are under construction. With the establishment and participation of
new testing centers, thecompetition situation of the automotive testing marketwill be
changed. In front of the complex and changeable internal and external environment, based on
the detailed analysis of the macro environment and the automotive test industry under the
guidance of theoretical knowledge, this thesis tries to formulate a scientific and effective
development strategy in line with the company's own resources and capability.
Thisthesis takesthe ZAutomotiveTest Companyasthe researchobject,and
summarizes the opportunities and threats faced by analyzing the external macro environment
and industry competition through the theoretical methods of PEST and Porter's five forces
model. External opportunities include: automotive consumption upgrade, commercial vehicle
emission standardsand regulationsupgrade, and thetransformation ofthe automotive
industry to new energy; the external threats include: changes in regulations and policies,
powertrain technology transformation, and intensified market competition. Then through the
internal environment analysis, the company's own advantages and disadvantages are obtained.
Advantages include:late-development advantagesof equipmentsolutions, geographical
advantages of projects, and background advantages of state-owned enterprises; disadvantages
include: limited liquidity, shortage of human resources, and lack of market recognition.
Afterwards,through SWOTmatrixanalysis, ST'sdiversifieddevelopment strategyis
formulated with specific implementation plans from four aspects: core business strategy,
cooperation and win-winstrategy, business scope expansion,and customer relationship

management. In order to ensure the successful implementation of the strategic plan, safeguard
measures in termsof financial capitalguarantee, human resourceguarantee, rules and
regulations and corporate culture build-up are put forward to achieve the effective matching
of the project in terms of environment, resources, capabilities, goals and methods, which aim
to achieve sustainable development of the enterprise. Under the background of the national
revitalization of the old northeast industrial base and the strategy of the Liaoning coastal
economic belt, relying on Dalian's geographical advantages, it will establish and improve an
important link in the automotive industry chain in Liaoning Province.
