摘 要
人防工程是国防建设的重要组成部分,是保障国家安全和防范侵略战争、有效保
护人民生命财产的基石。但目前人防行业也存在诸多问题,不能适应环境的新要求。
本文以 LX 人防公司为研究对象,面对外部环境的不断变化,行业内的激烈竞争,公司
现有的发展模式以无法满足其可持续发展的需求。因此需要调整企业的发展战略,增
强企业的核心竞争力,破解企业面临的困境。
本文主要采用文献分析法、实地调查分析法和因果分析法,在对国内外企业战略
管理相关的理论研究梳理的基础上,首先运用 PEST 分析法和波特五力分析法对 LX 人
防公司所面临的宏观环境及行业竞争环境进行了分析,得出目前企业所面临的外部环
境中,存在国防与人防工程建设量增加从而导致相关产品的市场需求量大幅增长、行
业进入门槛较高且同类竞争性企业数量少,国家和地方政府在国防与人防建设出台在
资金、技术等方面的支持政策等机会,同时也面临产品陈旧工艺落后创新产品少、市
场销售领域较窄、成品和原材料价格双轨制、新冠疫情等潜在威胁。其次,从企业财
务资源、人力资源、物质资源、供应链管理能力、日常营销能力等方面对企业内部环
境进行了分析,得出了企业在资质证书、生产规模和生产能力和专业技术力量等方面
具有相对优势;同时也存在生产、服务成本高、产品升级换代慢、现金流不足、优秀
的高新技术人才难引进等方面的劣势。最后,在综合分析了企业外部环境的机会和威
胁、内部环境的优势和劣势的基础上,建立了 SWOT 分析矩阵,并选择了适宜本企业
发展的战略类型。
通过内外环境的综合分析,企业最终选择了 SO 产业多元化增长型战略为LX 人防
公司的发展战略形式。制定了企业发展的短期、中期和长期发展目标,确立了以人防
产业为核心,延伸人防工程产业链,拓展人防工程总承包、涉密指挥工程和军工产品
市场,全方位提供产品服务,发展品牌战略,实现公司从单一产品生产型企业向多元
化产品企业发展。最后在组织结构、人力资源、财务资源、技术支撑、企业文化、营
销服务等方面制定出了相应的保障措施,以保证企业发展战略的有效实施。

Research on development strategy of LX civil air defense company
Abstract
Civil air defense construction is an important part of national defense development, and it
is also important for modern city development and residential public development. However,
at present there are a lot of barriers and challenges which could not enable new external
environment. This article will focus on LX Air Defense Co, following by the changes of
external environment and internal cut-throat competition; the current company development
strategy could not be suitable for its sustainable development. Therefore, the company strategy
needs to be modified and adjusted to increase the core competitive ability and solute current
challenge.
The analysis methods have been used as an effective tool which include documentation
analysis, on site investigation analysis, causal analysis. Base on the theory of domestic
enterprises strategy management study, PEST analysis method and Porter Five Force analysis
method has been used for analyzing macro business environment and similar industry
competition of LX. In conclusion, for the external business environment. The market of Defense
or Air Defense for military purpose has been sharply increased, due to qualification license has
high requirement, thus in this business field, the competition is much less which means small
amount of qualified companies could do this kind of business, national and local government
has more policies in funding, technic. In the meantime, there are some challenges such as less
innovation with old facilities, narrow market, product and raw material is in macroscopic
readjustment and control and COVID 19. Secondly, from LX financial resource, human
resource, substance resource, supply chain management, marketing etc., after internal
environment analysis, to summarize that LX has its advantage in qualification licenses,
production capacity, production ability, profession technology and marketing service. LX has
its disadvantage in high production and service capitalized cost, slow upgradation for product,
lack of cash flow, harder to employ high tech employee. Finally, after analysis of LX external
opportunities and threaten, internal advantage and disadvantage, SWOT matrix has been built
up, and confirm the most suitable strategy for LX.
After an analysis for both internal and external environment, the new company strategy
has been confirmed by SO diversification. In the mean time, the short, mid and long term
company vision have been clarified which is extending the business to entire Air Defense
business chain, more activities will be taken on secret projects, and in the same time military
market will be top priority. The final goal is to change the company business from single Air
Defense market to become a multiply products and services provider, and also become the top

company who provide the best products and services in this business field. To guarantee the
vision and goal could be successfully achieved, a group of safeguard measures for organization
structure, human resource, financing, company culture, market service etc have been made.
