摘要
2022年 2月 22日,《中共中央国务院关于做好 2022年全面推进乡村振兴
重点工作的意见》的发布,意味着“三农”问题已连续 19年成为中央一号文件
重点关注的内容。如何切实提高农民收入、改善其生活质量,是我党在完成全面
脱贫攻坚工作与推进乡村振兴战略三年衔接期内的重要工作内容,同时提升农民
收入水平也是防止脱贫农民出现规模性返贫的重要途径。山东省作为全国人口大
省和农业大省,有 37%的人口为农村居民,切实提高农民收入,解决好“三农”
问题,在三年缓冲期内,完成脱贫攻坚与乡村振兴的有效衔接,解决好 3700万
农民的生产生活问题是实现山东省域内共同富裕的必由之路。此外,在“乡村振
兴”战略中,突出强调产业振兴,如何发挥好金融支持、科技赋能的支撑作用来
实现农业农村产业振兴是摆在当前的关键性问题。而依托于智能手机、大数据、
互联网的数字技术和强调向农民等低金融素养群体提供平等金融服务的普惠金
融显然为我们指明了方向。基于此,本文以山东省 16个地级市为研究对象,探
讨发展数字普惠金融对农民收入的影响,以期为提高山东省农民收入水平,进而
改善其生活质量提供参考建议。
文章首先以金融发展史、乡村振兴为切入点引出了研究背景与研究意义,指
出数字化与普惠性的结合是金融服务“三农”领域的一大模式创新。接着以文献
综述的形式介绍了诸多学者关于传统普惠金融与数字普惠金融影响农民收入的
观点,并指出了本文的创新与不足。然后介绍了本文涉及的一些相关概念与基础
理论。接着则主要介绍了山东省当前农民收入的现状与数字普惠金融的发展情况,
表现为农民收入存在地区间差异大、仍以第一产业为主要收入来源等特点;数字
普惠金融发展则呈现出发展速度快、地区差异大、试点地区不断推广等特点。接
着从信贷、保险、储蓄、社会公平、生态文明等角度阐述了山东省数字普惠金融
发展影响农民收入的直接影响机制与间接影响机制。实证部分则以山东省 16个
地级市 2012-2019年的面板数据建立固定效应模型,其中以农民可支配总收入为
被解释变量,以北京大学数字普惠金融指数(第三期)为解释变量,以产业结构、
地区经济发展水平等为控制变量进行回归分析,在普惠金融总指数的基础上分为

覆盖广度、使用深度、数字化程度三个维度进行子样本回归,得出数字普惠金融
能显著提高农民收入水平,同时通过随机抽取样本数据、更换计量模型的方式进
行了稳健性检验,保障了结果的合理性。在文章的最后,综合前文的山东省数字
普惠金融对农民收入影响的理论分析与实证分析结果,提出了几点针对性建议:
差异化发展数字普惠金融、统筹数字普惠金融协同发展、提升农民金融素养与参
与度。

Research on the impact of the development of digital Inclusive
Finance on Farmers' income in Shandong Province
On February 22, 2022, the opinions of the CPC Central Committee and the State
Council on doing a good job in the key work of comprehensively promoting rural
revitalization in 2022 was issued, it means that the issue of agriculture, rural areas and
farmers has been the focus of No. 1 central document for 19 years.How to effectively
improve farmers' income and improve their quality of life is an important work
content of our party in the three-year transition period between comprehensively
eradicating poverty and promoting rural revitalization,at the same time, improving
farmers' income level is also an important way to prevent farmers from returning to
poverty on a large scale.As a populous and agricultural province in China, 37% of the
population in Shandong Province are rural residents,the only way to achieve common
prosperity in Shandong Province is to effectively improve farmers' income, solve the
"three rural" problems, effectively complete the effective connection between poverty
alleviation and Rural Revitalization within the three-year buffer period, and solve the
production and living problems of 37 million farmers.In addition, in the "Rural
Revitalization" strategy, industrial revitalization is highlighted. How to give full play
to the role of financial support and scientific and technological empowerment to
realize the revitalization of agricultural and rural industries is a key issue at
present.The digital technology relying on smart phones, big data and the Internet and
Inclusive Finance, which emphasizes providing equal financial services to low
financial literacy groups such as farmers, clearly point out the direction for us.Based
on this, this paper takes 16 cities in Shandong Province as the research object to
explore the impact of the development of digital Inclusive Finance on Farmers'
income, in order to provide reference suggestions for improving farmers' income level
and improving their quality of life in Shandong Province.
Firstly, taking the history of financial development and Rural Revitalization as
the starting point, this paper leads to the research background and significance, and
points out that the combination of digitization and inclusiveness is a major model
