Abstract
"Resolutely fight to prevent and resolve major risks", to protect the people of all
nationalities "safety on the tip of the tongue", to achieve the modernization of risk
management of food third-party inspection agencies and meet the growing needs of
the people's good life is essential. Risk management is an important part of the
high-quality development of various industries, third-party food inspection agencies
as an important part of China's food inspection agencies. How to manage and prevent
and control enterprise risks, strengthen the construction of a comprehensive quality
management system for food safety, and promote the healthy and standardized
development of food third-party inspection agencies, which is the current need for
in-depth discussion of pressing issues.
This paper takes Company A, a third-party food inspection agency, as the entry
point, based on enterprise risk management theory, comprehensive risk management
theory, BOW-TIE risk management theory, by summarizing the results of previous
work, and reviewing the provinces issued the inspection agency "double random, a
public" supervision and inspection of the key issues and inspection of the main person
in charge of Company A's interview records, Summarizing and identify 12 risk
categories in the management and operation of Company A. Through the use of
statistical analysis, risk matrix analysis, based on the probability of risk occurrence
and possible harm degree, we carried out quantitative scoring evaluation and analysis
on the risk sources of Company A. The main sources of risk for Company A are
customer and market competition risk, inspection qualification risk, the process of
issuing inspection and testing reports risk (report issuance, review, approval, results
reporting, report recovery and other processes), and the risk of subcontracting testing
samples. Based on the assessment results, the BOW-TIE model is used to build a
prevention, control and management system for Company A's major risk sources,
analyze the causes of risks, predict the consequences caused by risks, and set up
active and passive protection barriers respectively. In addition, customized risk
management recommendations and integrated risk management recommendations are
proposed to improve the overall risk response capability of Company A.
