摘要
代发工资业务,是银行资金的重要来源之一,是银行储蓄资金的重要来源渠道。随着国
际国内金融市场的优化和发展,在国家大政方针的引领下,地方性的商业银行的转型也迫
在眉睫。代发工资业务已成为银行中间业务的重要环节,其作为一个前景广泛的业务孵化
池,能够助力 HZ银行整体经济的发展,实现共赢或者多赢局面。随着互联网金融的进一步
发展,以及疫情常态化控制,当下的金融服务面临巨大的困境,借助大数据已成为行业发展
的必备手段。因此发展代发工资业务,进一步减少资本消耗、降低风险来对抗利率市场化带
来的冲击,已成为当前商业发展的亟需解决的问题。
基于 HZ银行的代发工资业务进行实际的研究和探讨,将具体的实际情况与应用联系
在一起,采用理论与实际相结合的具体手段,在文献综述中进一步了解代发工资业务的具
体情况,并结合具体的研究理论和方法,对 HZ银行的和代发工资业务做出相关的研究和探
讨。
本文主要从代发工资业务入手,结合相关的理论,对其进行深入的研究和探讨。首先基
于国家政策的推进和当下金融行业的发展,指明研究代发工资业务的必要性和紧迫性。紧
接着对国内的代发工资的现状和特点进行了说明,为后续研究 HZ银行的代发工资业务奠
定了良好的理论基础。其次从银行搜集到的相关数据从组织管理,人员现状,业务流程等几
个角度对 HZ银行的代发工资业务的现状进行了分析,并且基于 HZ银行的数据对一些数字
特征进行描述和分析进一步指出 HZ银行代发工资业务的问题,针对 HZ银行的代发工资业
务出现的代发工资业务推广度不够、风险防控方面缺失、银企信息不对称、营销手段过于陈
旧等诸多问题提出具体的优化方案。从以客户为中心、加强营业网点服务能力,创新营销机
制、做好精准营销,加强代发业务监管及风险防控,加强队伍建设与信息系统建设四个角度
详细阐述具体的优化方案,同时也从内部机制,人才培养,政策倾斜以及系统建设个方面进
行基本保障,实现 HZ银行的代发工资业务的信息化和高效化,并对今后代发工资业务的发
展提出更高的要求。

Abstract
Payroll business, one of the important sources of bank funds, is an important source
channel for banks' savings funds. With the optimisation and development of the international
and domestic financial markets, the transformation of local commercial banks is also imminent,
led by the general policy of the state. The payroll business has become an important part of the
bank's intermediate business, and as a promising business incubation pool, it can contribute to
the development of the overall economy of HZ Bank and achieve a win-win or multi-win
situation. With the further development of internet finance and the normalisation of epidemic
control, the financial services of today are facing a huge dilemma and the use of big data has
become a necessary tool for the development of the industry. Therefore the development of the
payroll business to further reduce capital consumption and reduce risk to counter the impact of
the interest rate market has become an urgent issue for the current commercial development.
Based on the actual research and discussion of HZ Bank's payroll business, the specific
practical situation is linked to the application, using the specific means of combining theory
and practice, further understanding the specific situation of payroll business in the literature
review, and combining specific research theories and methods to make relevant research and
discussion on HZ Bank's and payroll business.
This paper focuses on the payroll business and combines relevant theories to make an in-
depth study and exploration of it. Firstly, based on the promotion of national policies and the
current development of the financial industry, the necessity and urgency of researching the
payroll business is indicated. This is followed by a description of the current situation and
characteristics of payroll in China, which lays a good theoretical foundation for the subsequent
study of HZ Bank's payroll business. The current situation of HZ Bank's payroll business is
analysed from several perspectives, including the organisation and management, the current
situation of personnel and business processes. The problems of HZ Bank's payroll business
include insufficient promotion, lack of risk prevention and control, asymmetry of information
between banks and enterprises, and outdated marketing methods. The specific optimisation
plan is elaborated from four perspectives: customer-centred, strengthening the service capacity
of business branches, innovative marketing mechanism, accurate marketing, strengthening
supervision and risk prevention and control of payroll business, strengthening team building
and information system construction, as well as the basic guarantee from internal mechanism,
talent training, policy inclination and system construction to realise the informationisation and
efficiency of HZ Bank's payroll business. In addition, the bank has put forward higher
