摘要
机械制造行业作为支持我国经济发展和社会进步的重要基础产业，是生产科
技的水平能够落地的基本保证，而机械制造行业的水准也往往代表一个国家的生
产科技水准。在各国都在争相提升综合国力的今天，传统的机械制造行业由于自
身竞争力不足很容易被外来资本同化，因此当前国内的机械制造业急需找到一条
新的道路来摒弃旧观念，提升自身竞争力，从根本上改变由于管理理念的陈旧和
管理手段的不规范而导致的生产效率低下、利润率低等问题。此时就引出了一个
概念，在丰田的TPS生产体系中叫做生产管理标准化，标准化是实现一切改进的
前提，而在以制造为主导的企业中，车间现场是重中之重，因此，如何为企业制
订合理的标准工时，根据标准工时来实现车间各工序间的科学管理在当今十分重
要。
标准工时是指在一定的条件下，经过培训的中等熟练程度的工人按照规定的
作业方法以正常的速度进行一道加工工序所需要的时间。在工厂中，标准工时在
各个方面被广泛应用：工艺规划、持续改善、KPI管理等各个方面都离不开合理
的标准工时。因此建立科学且合理的标准工时是企业提高生产效率，进行管理优
化的必要条件，可见拥有一套科学合理的、并且适合自己的标准工时制订方法对
于一个规范的企业是十分必要的。科学合理的标准时间可以很好的解决企业资源
浪费、生产管理不合理和效率低下等问题。同时也是成本绩效及资源管理的重要
参考数据，对生产运营起着至关重要的作用。
本文中以VW公司前桥装配线为研究对象，提出了VW公司前桥装配线目前标
准工时制订方法中存在的问题。然后利用秒表法对 VW公司前桥装配线各个工位
记录作业周期全过程，根据记录数据结合时间管理理论中的宽放时间以及时间评
比计算出前桥装配线的标准工时。然后针对时长为 130分钟的影像操作视频进
行整理分析，使用 MTM-UAS语言系统经过模块化的分析，整理出 300条基本动
作，在各工位进行模块所对应的TMU的叠加，同样结合了时间管理理论中的宽放
时间因素，计算出了前桥装配线标准工时数据。最后将两种测量方式的结果对比，
并归纳总结出适合VW公司标准工时制订的方法。

ABSTRACT
As an important basic industry to supports our country's economic
development and social progress, the machinery manufacturing industry is the
basic guarantee for the implementation of production science and technology,
and the level of the machinery manufacturing often represents the level of a
country's production technology. Today, when all countries are scrambling to
improve their comprehensive national strength, the traditional machinery
manufacturing industry is easily assimilated by foreign capital due to its lack of
competitiveness. Therefore, the current domestic machinery manufacturing
industry urgently needs to find a new way to abandon the old concept and
enhance its competitiveness. It will fundamentally change the problems of low
production efficiency and low profit rate caused by outdated management
concepts and non-standard management methods. At this time, a concept was
introduced, which is called the standardization of production management in
Toyota's TPS production system. Standardization is the premise of achieving
all improvements. In a manufacturing-oriented enterprise, the workshop site is
the top priority. Therefore, how to It is very important for enterprises to formulate
reasonable standard working hours and realize scientific management between
various processes in the workshop according to the standard working hours.
Standard working hours refer to the time required for a moderately skilled
worker who has been trained to carry out a processing procedure at a normal
speed according to the prescribed operation method under certain conditions.
In factories, standard working hours are widely used in various aspects:
process planning, continuous improvement, KPI management and other
aspects are inseparable from reasonable standard working hours. Therefore,
the establishment of scientific and reasonable standard working hours is a
necessary condition for enterprises to improve production efficiency and
optimize management. It can be seen that it is very necessary for a
