摘要
作为城市管理的构成单元,社区管理的成效关系着城市治理的成效。其中物业公
司在社区管理中扮演着非常关键的角色,尤其是直接关系着当下国内新冠疫情的防控
效果。伴随社会治理的重心逐渐向基层下移,此时对物业公司的应变能力、专业素质
等能力提出了越来越高要求。在物业公司中,中层领导是管理队伍的中坚力量,是联
系上级领导和基层职工群众的桥梁,关系着重要决策及信息上传下达的畅通性,决定
着公司管理的最终成效。特别是随着社区治理力度的加大,物业公司面临着严峻的转
型升级趋势。一方面,社区居民对物业公司的服务水平提出了越来越高要求,传统的
物业公司服务理念及模式迫切需要更新。另一方面,物业公司面临着越发严格的行业
发展形势,行业内部竞争也日趋激烈,提升自身的核心竞争力是摆在它们发展面前的
一个首要问题。在这样的背景下,加强中层领导队伍建设,提升他们的胜任力显得尤
为重要。
本文以 HB物业公司为研究对象,重点对其中层领导胜任力现况进行了实践调查
研究。论文首先对选题的背景与意义,国内外研究现状以及研究的内容、方法与创新
点进行了简介,之后对中层领导胜任力方面的相关概念、理论基础及相关理论模型等
进行了概述。然后以 HB物业公司为例,对其中层领导岗位工作的结构与内容等现状
进行了分析,明确了现阶段公司的中层领导构成情况。在此基础上,采取问卷调查法
调查了当下 HB物业公司中层干部胜任力提升中存在的问题,结果发现主要存在提升
方式单调、资金保障不足、提升措施不佳、提升体系缺乏四个方面的问题。通过结合
HB公司现阶段的发展情况及调查结果,得出这些问题的成因主要是因为缺乏危机意
识、资金支持不足、管理水平有限和高层支持不足。最后基于“立足当前,问题导向,
务实有效,延续发展”这一中层领导胜任力提升原则,构建了符合 HB物业公司的中
层领导力提升体系,并从组织、制度、资金、人事和后勤五个方面提出了保障所构建
中层领导力提升体系顺利实施的措施。通过本次研究,可以为 HB物业公司乃至全国
范围内物业公司中层领导胜任力提升提供一些理论参考。

ABSTRACT
As a constituent unit of urban management, the effectiveness of community
management is related to the effectiveness of urban governance. Property companies play a
very important role in community management, especially directly related to the current
COVID-19 prevention and control effect. With the gradual shift of the focus of social
governance to the grass-roots level, higher and higher requirements are put forward for the
adaptability and professional quality of property companies. In the property management
company, the middle-level leaders are the backbone of the management team and the bridge
between the superior leaders and the grass-roots workers. They are related to the
smoothness of important decisions and information upload and release, and determine the
final effect of the company's management. Especially with the strengthening of community
governance, property companies are facing a severe trend of transformation and upgrading.
On the one hand, community residents put forward higher and higher requirements for the
service level of property companies, and the traditional service concept and model of
property companies urgently need to be updated. On the other hand, property companies are
facing more and more strict industry development situation, and the internal competition in
the industry is becoming increasingly fierce. Improving their core competitiveness is a
primary problem in front of their development. In this context, it is particularly important to
strengthen the construction of middle-level leaders and improve their competence
Taking HB property company as the research object, this thesis focuses on the
practical investigation and Research on the current situation of the competency of
middle-level leaders. Firstly, the paper introduces the background and significance of the
topic, the research status at home and abroad, as well as the research content, methods and
innovations, and then summarizes the relevant concepts, theoretical basis and relevant
theoretical models of middle-level leadership competency. Then, taking HB property
company as an example, this paper analyzes the current situation of the structure and
content of the middle-level leadership, and defines the composition of the middle-level
leadership of the company at the present stage. On this basis, the questionnaire survey
method is adopted to investigate the problems existing in the competency improvement of
middle-level cadres in HB property company. The results show that there are mainly four
problems: monotonous promotion mode, insufficient capital guarantee, poor promotion
