摘要
在过去的一段时间里,东北的经济发展增速落后于全国其他地区,这对以国
有经济为主导的东北地区发出了巨大的挑战,如何依靠国有企业内生发展动力的
转变,依靠相关产业、相关部门的通力协作实现经济的快速发展是一道必须答好
的题目。GYTZ集团通过不断的摸索与发展,聚焦区域发展,通过存量调整和增量
创造,加快优化产业布局,不断提升国有资本效率、放大国有资本功能,在国有
企业的转型与发展上取得了不俗的成绩。但是在我国东北地区,经济如果需要快
速的发展,就必须结合国家层面振兴东北老工业基地的政策优势,创新机制体制,
加快发展新型制造业,促进实体经济发展,达到在短期内增长与长期增长态势的
统一。
本文运用 PEST分析法、对GYTZ集团所处宏观环境进行分析;对于企业的
内部环境状况进行分析整理与确认;在通过两方面分析成果的基础之上,明确
GYTZ集团日后发展过程中的机会、威胁、优势与劣势。本文运用SWOT对GYTZ集
团在发展中所面临的机会与威胁、优势与劣势进行分析,从而为 GYTZ集团制定
出发展战略,确定了GYTZ集团未来的发展战略——科技创新投资发展战略。
为了顺利保证GYTZ集团的战略实施,从集团层面将从企业文化、人力资源、
财务资金三个方面着手,对战略实施提供保障。以上的保障措施的执行,会利于
GYTZ集团抓住发展的机遇。并通过现有业务布局的完善以及保障机制的建立,
确保GYTZ集团的发展战略能够有效的实施与落地。

Abstract
In the past period of time, the economic growth rate of Northeast China
has lagged behind that of other regions in the country, which has posed a great
challenge to the northeast region dominated by the state-owned economy. How
to rely on the transformation of the endogenous development power of state-
owned enterprises and the full cooperation of relevant industries and
departments to achieve rapid economic development is a problem that must be
answered. GYTZ group has made great achievements in the transformation
and development of state-owned enterprises through continuous exploration
and development, focusing on regional development, accelerating the
optimization of industrial layout through stock adjustment and incremental
creation, continuously improving the efficiency of state-owned capital and
amplifying the function of state-owned capital. However, in Northeast China, if
the economy needs rapid development, we must combine the policy
advantages of revitalizing the old industrial base in Northeast China at the
national level, innovate the mechanism and system, accelerate the
development of new manufacturing industry, promote the development of real
economy, and achieve the unity of short-term growth and long-term growth.
This paper uses PEST analysis method to analyze the macro environment
of GYTZ group; Analyze, sort out and confirm the internal environment of the
enterprise; Based on the results of two aspects of analysis, this paper defines
the opportunities, threats, advantages and disadvantages of GYTZ group in the
future development process. This paper uses SWOT to analyze the
opportunities and threats, advantages and disadvantages faced by GYTZ
group in its development, so as to formulate the development strategy for GYTZ
group and determine the future development strategy of GYTZ group - the
development strategy of scientific and technological innovation investment.
In order to ensure the smooth implementation of GYTZ group's strategy,
from the group level, we will provide guarantee for the implementation of the
strategy from three aspects: corporate culture, human resources and financial
funds. The implementation of the above safeguard measures will help GYTZ
group seize the development opportunity. Through the improvement of the
