产业园作为一种规划、管理和有效促进工业发展的手段,成为国内众多开
发区、试验区、产业聚集区促进区域经济发展的重要方式。在产业园内,开发
运营企业通过提供优质的产业发展环境和优惠扶持措施,形成适宜特定企业发
展的区域;在这一区域内企业可以实现人才、技术、资金等生产要素的共享和
高效利用,取得显著发展优势。随着各地产业园招商竞争日趋激烈,产业园运
营管理的重要性日趋凸显。在运营管理中,产业园运营管理主体采用系统管理
理念,将产业园运营全流程视为完整体系,对园区运营定位体系、运营体系、
园发展评价系统等关键要素进行集成管理,最终实现园区运营绩效的改善和提
高。
云南滇中新区MT产业园是滇中新区推进生物医药产业发展的重要平台。论
文在产业集群理论、生产要素理论、交易成本理论等相关理论指导下,采用访
谈、理论研究等方法,同时对标日本、新加坡、苏州工业园、中关村科技园等
产业园,分析了MT产业园运营管理现状及存在的问题,并提出了 MT产业园运
营管理的对策建议。论文提出,总体上,MT产业园入住企业散、小、弱,产业
层次低,招商与园区发展定位存在偏离;园区盈利模式单一,服务保障体系不
完善,增值服务项目较少,还有较大提升空间;园区发展评价体系还需进一步
完善。论文从优化园区发展定位等方面,针对性提出了提升园区运营管理水平
的工作措施和实施计划。
论文的主要内容如下:第一部分介绍了MT产业园的背景,以及产业园运营
管理研究主要现状;第二部分对论文研究涉及的基本理论、主要学术观点进行
分析,为研究奠定基础;第三部分对MT产业园发展现状与问题进行分析,利用
PEST模型对产业园发展环境进行分析,结合访谈情况和对标分析比较,对产业
园运营管理工作中的问题进行梳理,指出在战略层面,存在园区发展与战略定
位存在偏差、战略细化措施不足的问题;在园区运行体系方面,存在园区运营

策建议。提出了完善和优化组织架构、分阶段确定差异化招商工作策略、建立
以产业服务为主导的多元化盈利模式、建立“ 3+X”配套服务体系、完善评价
指标体系等措施和建议。具体措施包括:成立专业园区运营公司,进一步完善
和健全专业化组织架构及运营体制;分阶段制定差异化招商工作策略,降低入
园企业生产要素成本,提高园区竞争力;建立物业经营、产业服务和创新业务
三大业务板块,提升盈利能力;进一步升级完善园区基础服务和增值服务体系,
建立“3+X”配套服务体系;建立园区发展评价指标体系,创新优化园区经营
机制,为园区运营管理提供坚实保障。第五部分对论文研究结论进行总结,对
研究不足之处进行分析,指出下一步研究重点,为后续深入研究提供参考。

industrial development. Industrial Park has a strong role in promoting economic
development.It is an important economic form to promote regional economic
development. In the Industrial Park,experimental zones and industrial agglomeration
zones in China, Industrial Park is regarded as an important way to promote industrial
development by local government or enterprises.In these industrial parks, the
government or enterprises through specific industrial planning and construction plan,
supporting support, preferential policies and other measures to form a suitable for the
development of specific enterprises and industries in the geographical region;These
industrial parks have the advantages of capital, technology and talents, because they
can promote the rapid development of specific industries. However, with the rapid
construction of industrial parks in various regions and the aggravation of competition,
the settled enterprises put forward higher requirements for the operation and
management level of industrial parks. The operation and management of industrial
park is more and more important. The operation managers of Industrial Park adopt
systematic thinking concept to plan, organize and manage all links and elements of
industrial park management, so as to realize the optimization of strategy, the
improvement of operation system and the improvement of operation performance.
Mt Industrial Park in Yunnan DianZhong New Area is an important park to promote the
development of biomedical industry. In this paper, we use industrial cluster theory,
production factor theory and transaction cost theory to analyze the problems existing in the
application and management of MT Industrial Park, and point out the specific measures to
further optimize the existing work. On the whole, the development of MT Industrial Park is in
the initial stage. The scale of the settled enterprises is small, the development strength is
weak, and the industrial radiation ability is not strong. MT Industrial Park has a single profit
model, the service guarantee system can only meet the basic operational needs, there are few
value-added service items, and the park's characteristics are not obvious, more room for
improvement. In the evaluation system of Park Operation Management, an evaluation and
risk control system is basically built to meet the current operation needs. However, with the
deepening of Park Operation Management and the continuous enrichment of business forms,
it needs to be further improved. Further adjust and optimize the strategic system of MT
Industrial Park, on this basis, put forward specific measures and plans, in order to improve
