摘要
进入 21世纪以来,我国社会经济进入飞速发展阶段,为企业发展创造良好
空间之余,也加剧了市场竞争。面对日益激烈的市场竞争环境,企业更需要依赖
于供应链,实现企业资源链条化、效益化发展,并对企业采购管理提出更为严格
的要求。采购管理是企业在生产经营的过程中,对采购行为的诸多环境进行管理
和控制,比如采购计划、供应商选择、库存管理、内部控制、绩效评估等。现代
企业面临激烈市场竞争,供应链水平成为决定竞争结果的关键,企业需要高度重
视供应链视角下采购管理工作,确保企业在市场竞争中占据优势。
基于此,本文针对供应链管理视角下的 A公司采购管理优化开展研究,借
助文献综述法、案例分析法等,以供应链采购理论、供应商管理理论、库存管理
理论、内部控制理论、采购绩效理论为基础,深入 A公司开展全面的调查和了
解,发现 A公司在采购管理方面存在多样性问题,在采购计划方面,诸多采购
人员并不具备专业背景,未对采购物资进行分类;在供应商管理方面,供应商选
择过于保守,部分长期合作劣质供应商没有及时作出更换决定;在库存管理方面,
在采购原料的过程中出现库存超标,导致库存成本上升;在采购内部控制方面,
部分采购行为风险系数过高的现象,缺乏对供应商的动态监管;在绩效评估方面,
A公司评估结果应用并不广泛,导致 A公司采购部门员工对绩效的重视度不高。
面对这些问题,需要通过有效的措施予以解决。在采购计划方面,A公司应
该促进采购管理工作的信息化、分类化发展;在供应商选择方面,需要重新审视
供应商管理,对现有供应商重新进行筛选与审核,及时淘汰劣质供应商;在库存
管理方面,A公司需要建立订单导向型采购管理模式,根据市场营销的订单需求,
合理分配库存配额;在内部控制方面,A公司需要高度重视采购产品的质量,要
在产品质量、供货时间上把关;在绩效评估方面,A公司要对采购部门及工作人
员做好绩效评估,将绩效评估结果应用范畴进一步扩大。以此提升 A公司采购
管理水平,让供应链管理更加顺畅,重新夺回市场优势地位。

Abstract
Abstract
Since entering the 21st century, China's social economy has entered a stage of
rapid development, which not only creates a good space for enterprise development,
but also intensifies market competition. Facing the increasingly fierce market
competition environment, enterprises need to rely on the supply chain to realize the
chain and benefit development of enterprise resources, and put forward more strict
requirements for enterprise procurement management. Purchase management refers to
the management and control of many environments of purchase behavior in the
process of production and operation, such as purchase plan, supplier selection,
inventory management, internal control, performance evaluation, etc. Modern
enterprises are facing fierce market competition, and the level of supply chain has
become the key to determine the result of competition. Enterprises need to attach
great importance to procurement management from the perspective of supply chain to
ensure that enterprises have an advantage in market competition.
Based on this, this paper studies the procurement management optimization of
company a from the perspective of supply chain management. With the help of
literature review method and case analysis method, this paper makes an in-depth
investigation and understanding of company a on the basis of supply chain
procurement theory, supplier management theory, inventory management theory,
internal control theory and procurement performance theory, It is found that company
a has diversity problems in procurement management. In terms of procurement plan,
many procurement personnel do not have professional background and do not classify
purchased materials; In terms of supplier management, the selection of suppliers is
too conservative, and some long-term cooperation inferior suppliers do not make
replacement decisions in time; In terms of inventory management, the inventory
exceeded the standard in the process of purchasing raw materials, resulting in the rise
of inventory cost; In the aspect of procurement internal control, the risk coefficient of

some procurement behaviors is too high, and there is a lack of dynamic supervision
over suppliers; In terms of performance evaluation, the evaluation results of company
a are not widely used, resulting in the low attention of employees in the procurement
department of company a to performance.
Facing these problems, we need to solve them through effective measures. In
terms of procurement plan, company a should promote the informatization and
classified development of procurement management; In terms of supplier selection, it
is necessary to re-examine supplier management, re screen and review existing
suppliers, and eliminate inferior suppliers in time; In terms of inventory management,
company a needs to establish an order oriented procurement management mode and
reasonably allocate inventory quota according to the order demand of marketing; In
terms of internal control, company a needs to attach great importance to the quality of
purchased products and check the product quality and delivery time; In terms of
performance evaluation, company a should do a good job in performance evaluation
for the procurement department and staff, and further expand the application scope of
performance evaluation results. In order to improve the procurement management
level of company a, make the supply chain management smoother and regain the
dominant position in the market.
