上合示范区环卫服务精细化管理研究
摘要
环卫服务产业作为城市公共事业管理的重要组成部分,环卫服务市场化成为
未来发展的必然趋势,市场需求将会持续增长。因此,在良好城市形象的塑造上,
企业环卫服务精细化管理能力的提升显得尤为重要。想要在竞争如此激烈的市场
环境下立足脚跟,不断扩张业务,就必须强化公司内部管理,打造具有核心竞争
力的环卫精细化管理体系,提升业务能力和服务形象,创树HD环卫公司环卫品
牌。
本文将精细化管理理论作为根本依据,借鉴国内外研究现状和相关案例,对
HD环卫公司服务现状进行概述,并通过问卷调查和访谈的方法分析存在问题,将
精细化管理理论引入城市环卫服务管理实践中,通过问题导向能够为促进HD环
卫服务公司精细化管理问题提出针对性建议,确立精细化管理总体目标,利用目
标分解法、IE标准法、定量分析法等管理学方法,尝试从组织架构设置、规章制
度完善、作业模式创新、硬件水平提高、考核方案设计、工作流程建设六个方面,
进行上合示范区环卫服务精细化管理体系构建,具有一定的创新性。同时,有机
结合管理理论和构建的管理体系,提出推动精细化管理原则,加强企业组织领导,
加强建设企业文化,加强建设企业人力资源,加强建设企业制度,推动建设数字
化智慧平台,制定工作目标关键内容七个实施保障措施,具有一定的实践性和实
效性。
通过研究,HD环卫公司实现精细化管理模式运行后工作质量和效率得到提
高,综合运营成本有效降低,为同类型示范区的环卫精细化管理提供一定参考价
值。

STUDY ON REFINED MANAGEMENT OF SANITATION SERVICE
IN SCO DEMONSTRATION AREA
ABSTRACT
Sanitation service industry is an important part of urban public utilities
management. Marketization of sanitation service will become the inevitable trend of
future development, and the market demand will continue to grow. Therefore, in
shaping a good city image, it is particularly important to improve the fine management
ability of enterprise sanitation services. To gain a foothold in such a competitive
market environment,To continuously expand the business, it is necessary to strengthen
the internal management of the company, build a refined sanitation management
system with core competitiveness, enhance the business ability and service image, and
create the sanitation brand of HD sanitation company.
Based on the refined management theory, this paper summarizes the service status
of HD sanitation company by referring to the research status and related cases at home
and abroad, analyzes the existing problems through questionnaire survey and interview,
and introduces the refined management theory into the management practice of urban
sanitation service.Through problem-oriented, targeted suggestions can be put forward
to promote the fine management of HD sanitation service company, the overall goal of
fine management can be established, and management methods such as target
decomposition method, IE standard method and quantitative analysis method can be
used.Try to build a refined management system of sanitation service in Shanghe
Demonstration Zone from six aspects: organizational structure setting, rules and
regulations improvement, operation mode innovation, hardware level improvement,
assessment scheme design and work flow construction, which is innovative to some
extent. At the same time, organically combining the management theory and the
established management system, the principle of promoting refined management is put
forward.Strengthening the organization and leadership of enterprises, strengthening the
construction of enterprise culture, strengthening the construction of enterprise human
resources, strengthening the construction of enterprise system, promoting the
construction of digital intelligent platform, and formulating seven implementation
safeguard measures for the key contents of work objectives have certain practicality
and effectiveness.
Through the research, HD Sanitation Company has improved the work quality
and efficiency after implementing the fine management mode, and effectively reduced
the comprehensive operating cost, which provides certain reference value for the fine
management of sanitation in the same type of demonstration areas.
