摘要
我国在2020年9月提出了2030年前实现碳达峰、2060年前实现碳中和的目标。在碳达峰
碳中和目标下，煤炭行业需要加快低碳化清洁化转型，构建生态优先、绿色低碳、安全高
效的能源供给体系，实现跨领域、多能耦合的绿色可持续发展。在实现碳达峰、迈向碳中
和的进程中，煤炭企业尤其是中小型煤炭企业将面临诸多困难，有必要及时调整其可持续
发展战略。因此，在碳中和目标背景下，JF公司作为中小型煤炭企业应该如何进行绿色转
型发展，是其亟需解决的关键问题。
本文遵循“现状分析→战略规划→路径设计→保障措施”的研究思路，综合运用文献
分析法、理论推演法、统计分析法、实地调研法以及SWOT分析工具，开展了碳中和目标
背景下JF公司绿色发展战略规划及路径设计的系统研究，以期为JF公司的绿色可持续发展
提供战略指引和决策参考。具体地：（1）在现状分析研究部分，首先系统梳理和分析了碳
中和目标背景下的煤炭行业以及中小型煤炭企业的发展现状及未来发展趋势，在此基础
上，通过实地调研和工作实践，对大量的数据资料收集、整理和分析，厘清了碳中和目
标背景下JF公司的发展现状面临的问题和挑战，为其制定绿色发展战略奠定了扎实的现
实基础和事实依据。（2）在战略规划研究部分，首先应用 SWOT分析模型对JF公司进行
了优劣势以及机遇与威胁分析，在此基础上，按照“立足煤、拓展煤、超越煤”的三步
走战略规划，分别从建立高效的能源管理体系、绿色环保开采体系以及非煤产业协同发展
体系三个维度提出碳中和目标背景下JF公司的绿色发展战略，为推动JF公司的绿色转型提
供了明确的方向指引。（3）在路径设计研究部分，基于JF公司三步走的绿色发展战略分
别从能源管理系统建设、煤炭绿色开采和非煤产业多元化发展三个维度提出JF公司的绿
色发展路径，为碳中和目标背景下JF公司的绿色发展战略的落实提供了清晰可靠的路径选
择。（4）在保障措施研究部分，基于前三部分的研究内容，为 JF公司绿色发展战略和路
径的有效实施构建了组织结构、制度规章、人力资源、财务资产、投资策略和技术创新六
位一体的保障体系，为 JF公司的绿色可持续发展提供系统可靠的保障措施。
总体而言，碳中和目标背景下 JF公司的发展前景既充满了挑战，也存在一些机遇。
科学有效的绿色发展战略规划和路径设计有助于 JF公司在严峻的煤炭发展环境下形成其
独特的竞争优势，提升其企业绩效和盈利能力，具有重要的现实意义。本文的相关研究工
作和成果可以为JF公司及类似中小型煤炭企业的绿色战略管理实践提供指导和参考。

Abstract
In September 2020, China proposed the goal of achieving carbon peak by 2030 and
carbon neutral by 2060. Under the goal of carbon peak and carbon neutrality, the coal industry
needs to accelerate the low-carbon and clean transformation, build an ecological priority,
green, low-carbon, safe and efficient energy supply system, and achieve cross-field, multi-
energy coupling green and sustainable development. In the process of achieving carbon peak
and moving towards carbon neutrality, coal enterprises, especially small and medium-sized coal
enterprises, will face many difficulties and need to adjust their sustainable development strategy
in time.Therefore, in the context of carbon neutrality, how JF Company, as a small and
medium-sized coal enterprise, should carry out green transformation and development is a key
issue that needs to be solved.
This article follows the research idea of "status analysis → strategic planning → path
design → safeguard measures," comprehensively using literature analysis, theoretical
deduction, chart analysis, field research, and SWOT analysis tools to carry out JF in the context
of carbon neutrality goals. The systematic study of the company's green development strategic
planning and path design is expected to provide strategic guidance and decision-making reference
for JF's green and sustainable development. Specifically, first, in the current situation analysis
and research part, firstly, the coal industry's development status and future development trend
and small and medium-sized coal enterprises under the carbon neutrality target background are
systematically sorted and analyzed. Many data are collected, sorted, and analyzed through
field research and work practice. It clarifies the problems and challenges facing JF company's
development under the background of carbon neutrality, laying a solid realistic foundation and
factual basis for its green development strategy. Second, in the strategic planning research part,
the SWOT analysis model is firstly used to analyze the advantages and disadvantages of JF
Company and external opportunities and threats. On this basis, according to the three-step
strategic planning of "base on coal, expand coal and surpass coal," The green development
strategy of JF company under the background of carbon neutrality is proposed from the three
dimensions of establishing efficient energy management system, green environmental
protection mining system and non-coal industry collaborative development system, which
provides clear direction for promoting the green transformation of JF Company. Third, the path
part of design research, based on the three-step green JF corporation development strategy,
respectively from the energy management system construction, green mining of coal and non-
coal industry diversification development put forward three dimensions JF corporation green
development path, for carbon-neutral JF corporation under the background of the target the
implementation of the green development strategy provides a clear and reliable path selection.
