摘
要
Y集团作为国内体量最大的电信运营商,在原有业务稳步增长的同时一直关注先进
技术的发展。2019年初,国资委选择 Y集团等 10家央企作为“培育具有全球竞争力的
世界一流企业”试点,开展先行先试并且下发全年净利润目标较上年要增长 12%的艰巨
任务。随着传统通信业务市场趋于饱和,流量红利快速消退,Y集团面临着收入和考核
指标的双重压力。在原有业务萎缩的前提下,只有依托现有业务积累拓展新方向,才能
满足国家对 Y集团高质量发展的新要求。
近年来“数字中国”建设热潮逐步高涨,智慧城市建设与运营已成为我国近期数字
化建设热点。本文通过对智慧城市市场现状分析及 Y集团现有技术能力分析,明确智慧
城市领域将是 Y集团战略转型的重点。通过智慧城市建设与运营,拓展业务领域增加企
业活力,将成为 Y集团成为世界一流企业的新起点。
本文整理了 Y 集团现状与国内外新型智慧城市建设现状,并全面剖析了 Y 集团的
内外部环境。本文详细分析了智慧城市行业所处的宏观发展环境,结合产业近年发展情
况结合研究机构发布的数据总结了产业趋势,在竞争环境问题上对重点企业进行分析,
得出了详尽的产业分析结果。辅助运用 SWOT 分析与波特五力模型等多种战略分析工
具,通过分析得出 Y集团面向智慧城市领域战略转型的依据,明确战略目标,选择适合
Y集团智慧城市业务的发展战略,分析总结在战略实施过程中的困难,并对可能遇到的
困难提供了可行性建议。本文工作对该企业的智慧城市业务发展具有一定实际意义。

Research on the Development Strategy of the “Smart City” Business of
Group Y
Abstract
As the largest telecom operator in China, Group Y has been paying attention to the
development of advanced technology while its original business has been growing steadily. At
the beginning of 2019,SASAC selected 10 central enterprises, such as Group Y, as the pilot
project of "cultivating world-class enterprises with global competitiveness", carried out pilot
trials and set the tough task of achieving a 12% increase in annual net profit compared with the
previous year. With the traditional communication business market becoming saturated and the
flow dividend rapidly fading, Group Y is facing the dual pressure of revenue and assessment
indicators. Under the premise that the original business shrinks, Group Y meet the country's
new requirements for high-quality development only by relying on the existing business
accumulation and expanding the new direction.
In recent years, the construction boom of "digital China" is gradually rising up, and the
construction and operation of smart cities have become the hot spot of China's recent digital
construction. Through the analysis of the current situation of smart city market and the analysis
of Group Y's existing technology capabilities, this thesis makes clear that smart city will be the
focus of Group Y's strategic transformation. By building and operating smart cities, expanding
business areas and increasing enterprise vitality, Group Y will become a new starting point for
becoming a world-class enterprise.
This thesis sorted out the current situation of Group Y and the construction of new smart
cities, and comprehensively analyzed the internal and external environment of Group Y. This
thesis analyzes the macro development environment of the smart city industry in detail,
summarizes the industrial trend in combination with the development of the industry in recent
years and the data released by research institutions, analyzes the key enterprises on the issue of
competitive environment, and obtains detailed industrial analysis results. By using SWOT
analysis, porter five models, and other strategic analysis tools, through the analysis of the
strategic transformation in the field of cities in the Group Y for wisdom, a clear strategic goal,
choose for Group Y wisdom of the city's business development strategy, analysis summary in
the difficulties in the process of strategy implementation, and to provide feasible Suggestions
may encounter difficulties.
