随着国内通讯技术不断革新、企业竞争日益激烈,以前的管理模式已经不能满足移动公司 信息化项目发展需要。探索低投入,高效率的管理策略,致力于企业不断提升竞争力,是国内 电信类公司面临的最新挑战。中国移动作为信息化业务服务的先锋队,经过多年的信息化业务 发展和支撑,已经形成了相对完善的信息化项目管理流程,而信息化项目对于中国移动来说还 是近十年来新型的转型业务,支撑管理体系相对薄弱,因此行业竞争尤为激烈。因此,必须在 了解当前移动公司信息化项目发展及管理前提下,进行基于当前信息化项目精益管理运用研究, 并提出合适管理策略。 本文首先介绍了信息化项目精益管理的研究背景,接着系统地介绍了国内外精益管理研究 现状和相关理论,阐述、探讨了精益管理的内涵,随后以中国移动HA公司的“国土卫士”项 目为研究对象,提出了该公司在信息化项目管理过程中存在的问题,再有针对性的展开了精益 管理对运营商信息化项目管理的研究,建立了中国移动HA公司信息化项目精益管理体系,包 含:项目流程精益管理,从优化项目流程、设定分级支撑机制进行实施;项目沟通精益管理, 从建立项目沟通通道、明确沟通权责进行实施;项目奖惩精益管理,从明确项目大单奖励、丢 单考核进行实施;项目培训精益管理,从建立信息化项目专项培训机制、敏感岗位轮岗机制进 行实施;项目风险精益管理,从项目财务风险管理精益化、项目实施风险管理精益化、项目技 术风险管理精益化进行实施。最后,通过对中国移动HA公司“国土卫士二期”项目精益管理 的应用,将精益管理的效果进行了分析,总体上公司在信息化项目实施精益管理方面效果明显, 论证了信息化项目精益管理的可操作性和有效性,为后续研究提供了有益参考。 关键词:精益管理,中国移动HA公司,信息化项目,项目管理 精益管理在中国移动HA公司信息化项目中运用研究 II ABSTRACT With the continuous innovation of domestic communication technology and the increasingly fierce competition of enterprises, the previous management mode has been unable to meet the needs of the development of information projects of mobile companies. It is the latest challenge for domestic telecom companies to explore the low input and high efficiency management strategy, and to improve the competitiveness of enterprises. As the vanguard of information business service, China Mobile has formed a relatively perfect information project management process after years of information business development and support, and information project is still a new type of transformation business for China Mobile in the past decade, and the support management system is relatively weak, so the industry competition is particularly fierce. Therefore, under the premise of understanding the development and management of the current mobile company's information project, we must carry out lean management application research based on the current information project, and put forward appropriate management strategies. This paper first introduces the research background of lean management of information project, then systematically introduces the research status and related theories of lean management at home and abroad, expounds and discusses the connotation of lean management, then takes the "land guard" project of China Mobile ha company as the research object, puts forward the problems existing in the process of information project management, and then makes targeted exhibition The research of lean management on the information project management of operators has been carried out, and the lean management system of the information project of China Mobile ha company has been established, which includes: lean management of project process, implementation from optimizing project process and setting hierarchical support mechanism; lean management of project communication, implementation from establishing project communication channel and clarifying communication rights and responsibilities; lean management of project rewards and punishments, implementation from It is required to make clear the implementation of project large order reward and lost order assessment; lean management of project training, from the establishment of special training mechanism for information projects and the rotation mechanism for sensitive posts; lean management of project risk, from the implementation of lean financial management, risk management and environmental risk management. Finally, through the application of lean management in the "second phase of land guard" project of China Mobile ha company, the effect of lean management is analyzed.
