工程项目代建制来源于美国的CM承包模式，这种模式主要是由建设单 位委托一家CM单位来承担项目管理工作，从狭义上来说，采用这种方式的 好处在于这是一种组织快速路径（Fast-Track）的生产方式。在我国，从上 世纪90年代开始，沿海发达城市如厦门、上海等已经开始实行这种模式， 使工程建设项目真正进入专业化管理，从项目的可行性研究阶段开始，到设 计、监理、施工，直至竣工验收，全过程都是系统的专业化管理。对于政府 投资项目来说，主要分为经营性和非经营性两块，经营性的政府投资项目主 要采用项目法人责任制以使建设和运营形成一条龙管理，而非经营性政府投 资项目主要使用“代建制”，由代建单位将工程建成后移交给使用单位（一 般为行政事业单位），使项目“投资、建设、监管、使用”实现四分离。 为提高财政资金的使用效率，为确保建设项目的质量和工程进度，代建 制已成为我国政府投资工程项目的主要管理模式。 本文主要从国有平台公司作为代建单位的角度，剖析政府投资工程项目 在建设过程中的管理流程，深入分析云南昆明PL区A公司的运营管理和在 代建项目中运营管理存在的问题和原因，对工程项目的全过程从投资方案经 济效果评价分析，采用强制评分法、价值工程法分析工程项目的方案选择， 以及建设过程中招投标方式的重要性、信息化平台建设和监管体系在项目中 的重要性进行了研究。研究目的是提出对云南昆明PL区A公司在代建项目 运营管理中改善运营管理能力、运用科学的管理方法、优化绩效评价激励机 制、建立信息化平台和监管体系等方面的建议，旨在为政府投资代建项目在 运营管理中的安全性、高效性谏言献策，提供参考性建议。 关键词：代建项目、运营管理、科学管理、监管 昆明理工大学专业学位硕士学位论文政府建设工程代建项目运营管理研究 II Abstract TheprojectagentconstructionsystemoriginatesfromtheCMcontractmodein theUnitedStates,whichismainlyaCMunitentrustedbytheconstructionunitto undertaketheprojectmanagement.Inanarrowsense,thepurposeofadoptingthis modeistoorganizetheproductionmodeoffast-track.Inourcountry,startinginthe 1990s,China'scoastaldevelopedcitiessuchasxiamen,Shanghaihasalreadystarted toimplementthismodel,theengineeringconstructionprojectintoprofessional management,startingfromtheprojectfeasibilitystudystage,thedesign,supervision, construction,untilthecompletioninspectionandacceptance,thewholeprocessis professionalmanagementofthesystem.Forgovernmentinvestmentprojects,mainly dividedintotwopieces,operatingandnon-operatingbusinessofgovernment investmentprojectmainlyUSEStheprojectlegalpersonresponsibilitysystemto maketheconstructionandoperationtoformone-stopmanagement,ratherthanthe businessofgovernmentinvestmentprojectmainlyuse"agent",bytheconstruction unitprojectwillbecompletedbacktousetheunit(generallyastheadministrative institution),maketheproject"investment,construction,supervision,use"four separation.
