近年来我国科技型中小企业融资一直是社会关注的热点问题。基于我国不完 善的资本市场,以及科技型中小企业轻资产且企业经营风险性较大等独有特点, 使得众多科技型中小企业向传统商业银行进行融资比较困难。为此,政府专门出 台政策,鼓励建立科技银行,在此背景下江苏银行(简称JSB)徐州分行科技支 行应运而生。JSB徐州科技支行自成立以来,一直致力于解决科创型中小企业融 资问题,为徐州当地科创行业发展作出了相应贡献。然而,在经营过程中其短板 问题依然突出,严重制约其长期可持续发展。因此,本文以JSB徐州科技支行 为代表,希望能在解决科创型中小企业“融资难”问题的同时探讨JSB徐州科 技支行实现“专业化经营、特色化发展、体系化运作、品牌化管理”的可持续发 展策略,以期为国内同类科技支行发展提供相应借鉴与参考。 本文在借鉴国内外文献研究前提下,首先,从微观视角系统分析JSB徐州 科技支行的发展现状,准确把握其发展过程中存在的优势与短板;其次,从宏观 视角分析JSB徐州科技支行所处的政治环境、经济环境、社会环境与技术环境 等;再次,运用SWOT分析法系统分析JSB徐州科技支行的优势(S)、劣势(W)、 机会(O)、威胁(T),通过策略组合选择SO策略和WO策略作为其发展策 略。 在此基础上,借鉴国内外成功科技银行的先进发展经验,研究提出JSB徐 州科技支行可持续发展策略目标,即在当前复杂多变的经济环境中,JSB徐州科 技支行如何利用良好的政治环境和技术环境,充分发挥自身的口碑、客户定位、 产品定位等优势,克服自身发展中存在的系列短板,不断拓展市场业务空间。在 策略提出过程中,以“有效控制风险,提升核心竞争力,实现可持续发展”为目 标,遵循“市场原则”“创新原则”“风控原则”,研究提出JSB徐州科技支 行“专业化经营”“特色化发展”“体系化运作”“品牌化管理”的“四化”可 持续发展策略。同时,为推动“四化”策略的顺利实施,研究提出相应保障措施: 一是加强专业队伍建设,设立专职岗位,打造专业化服务;二是依托科技,构建 风险评价指标体系,有效降低“逆向选择”风险;三是多方平台合作,扩大客户 基数,实现风险分摊,提升品牌影响力。以期通过JSB徐州科技支行“四化” 发展策略的提出与实施,推动其提升核心竞争力,进而转型升级实现可持续发展。 关键词:科技支行;SWOT分析;“四化”发展策略 II Abstract In recent years, the financing of small and medium-sized technological enterprises in China has been a hot social concern. Due to China's imperfect capital market and the unique characteristics of small and medium-sized technology-based enterprises that are light-weight assets , high business risks, it is difficult for many technology-based SMEs to raise funds from traditional commercial banks. The government has specifically introduced policies to encourage the establishment of technology banks. Under this background, the Bank of Jiangsu (JSB) Xuzhou Branch's technology branch came into being. Since its establishment, JSB Xuzhou Science and Technology Sub-branch has been committed to solving the financing problems of science and technology SMEs, and has made corresponding contributions to the development of the local science and technology industry in Xuzhou. However, its shortcomings are still outstanding in the course of its operation, seriously restricting its long-term sustainable development. Therefore, this article, represented by JSB Xuzhou Science and Technology Branch, hopes to discuss the sustainable development strategy of JSB Xuzhou Science and Technology Branch while solving the "financing difficulties" problem of science and technology SMEs, in order to provide corresponding reference for the development of similar domestic science and technology branches . On the premise of drawing on domestic and foreign literature research, first this article analyzes the development status of JSB Xuzhou science and technology branch from a micro perspective, and accurately grasps the advantages and shortcomings in its development process; second, this article analyzes the location of JSB Xuzhou science and technology branch from a macro perspective including political environment, economic environment, social environment and technological environment, etc ; third, the SWOT analysis system is used to analyze the strengths (S), weaknesses (W), opportunities (O), threats (T) of the JSB Xuzhou Science and Technology Sub-branch; then, this article chooses SO strategy and WO strategy as its development strategy through strategic combination . On this basis, drawing on the advanced development experience of successful technology banks at home and abroad, this article researches and puts forward the sustainable development strategy goals of JSB Xuzhou Science and Technology III Sub-branch. In particular, in the current complex and changing economic environment, how does JSB Xuzhou Science and Technology Sub-branch use the good political environment and technology environment, give full play to its own reputation, customer positioning, product positioning and other advantages, overcome the series of shortcomings in its own development, continue to expand the market business space, improve its core competitiveness while controlling risks, and achieve long-term sustainable development . Follow the "market principle", "innovation principle" and "risk control principle" in the process of strategy construction, this article researches and puts forward "four professionalizations" professional management” "specialized development", "systemized operation", "branded management", etc. At the same time, in order to promote the smooth implementation of the "Four Modernization" strategies, the research puts forward corresponding guarantee measures: first, strengthening the construction of professional teams, setting up full-time posts and creating professional services; second, reling on technology to build a risk evaluation index system to effectively reduce the "reverse choose" risks; third, cooperating with multiple platforms to expand the customer base, achieving risk allocation, and enhancing brand influence. With a view to constructing and implementing the development strategy of "four modernizations" of JSB Xuzhou Science and Technology Sub-branch, it will promote its core competitiveness, and then transform and upgrade to achieve sustainable development.
