国家安危,公安系于一半。在和平年代公安肩负着维持国家稳定,维护社会 秩序,保证人民群众安居乐业的重要使命。而随着经济社会发展,社会不稳定因 素持续增多,警力不足成了全世界大多数国家共同面临的难题,辅警这个职业的 出现在一定程度上使这个难题得到了缓解。但是对于这支庞大队伍的管理,不论 是从法律、法规的完善还是对这个职业的专业化、科学化、系统化管理都还在处 于探索阶段。 因此,本文以X公安分局警务辅助人员的激励机制研究着手,通过问卷调查、 深入访谈和调查了解等方式,实地了解警务辅助人员的真实需求,通过数据分析 得出X公安分局辅警队伍日常管理遇到的问题,同时结合马斯洛需要层次理论、 双因素理论和ERG理论等激励理论依据分析产生问题的深层次原因。结合X公 安分局实际,针对症结找到解决方案,为X公安分局建设一套科学、合理、可操 作性强的辅警激励机制管理提出优化方案。 本文对基层辅警激励机制的研究,既为了解决X公安分局辅警管理中遇到的 实际问题,同时通过详实的数据分析和多角度思考,为公安系统内的辅警管理提 供一份可行性方案和可借鉴经验。 关键词:辅警、激励机制、方案优化 昆明理工大学专业学位硕士学位论文X公安分局辅警激励机制研究 II Abstract Thecountryissafeandthepolicehavehalfthecredit.Inpeacetime,the policemanshoulderstheimportantmissionofmaintainingnationalstability, maintainingorderofsocial,andensuringthatthepeopleliveinpeaceandworkin contentment.Withtheeconomicandsocialdevelopment,socialinstabilityfactors continuetoincrease,andthelackofpolicemanhasbecomeacommonproblemfaced bymostcountriesintheworld.Theemergenceoftheauxiliarypolicehaseasedthis probleminsomeextent.However,tomanagementofthishugeteam,whetherfromthe perfectionofthelaw,ortheprofessional,scientific,andsystematicmanagementofthis profession,isstillintheexploratorystage. Therefore,thisarticlestartswiththeresearchontheincentivemechanismof auxiliarypoliceinXpolicestation.Throughquestionnairesurveys,in-depth interviewsandresearch,weunderstandtheactualdemandofeachauxiliarypolice. Throughdataanalysis,wegettheproblemsencounteredinthedailymanagementof thepolicestation,atthesametime,thearticlecombinedwithMaslow'sneed-level theory,two-factortheory,andERGtheorytoanalyzetheunderlyingcausesofthe problemsbinedwiththeactualsituationoftheXpolicestation,findasolutionto thecruxoftheproblem,andproposeanoptimizedsolutionfortheestablishmentofa scientific,reasonableandoperableauxiliarypoliceincentivemechanismmanagement fortheXpolicestation. Thisarticleresearchontheincentivemechanismofgrass-rootsauxiliarypolice, notonlytosolvethepracticalproblemsencounteredinthemanagementofthe auxiliarypoliceoftheXpolicestation,butalsotoprovideafeasiblesolutionand experiencefortheauxiliarypolicemanagementinthepolicesystemthroughdetailed dataanalysisandmulti-anglethinking.
