技术农业是在农业产业化推进过程中发展起来的，而任何一种形式的农业发 展都是生产要素和相应制度的有机结合。技术农业创新即为变革现有妨碍其实现 的生产要素组合、农业生产组织模式的过程，建立和完善“G+E+F”（G代表政府， E代表龙头企业，F代表农户）这一组织模式和利益联结机制，对技术农业的发 展具有重要意义。 华盛绿能农业科技有限公司作为农业产业化龙头企业和“精准脱贫最具影响 力企业”，在习总书记亲自推动的“闽宁协作”——闽宁镇（东西部扶贫协作的 样本和窗口）实施的产业精准扶贫和一二三产融合发展过程中，对“G+E+F”的 农业生产组织模式完善做出的一些有益探索和实践值得借鉴。 首先，本文通过查阅大量文献，对推进技术农业发展的农业生产组织模式进 行了系统的分析和研究。其次，在四种组织模式基础上，深入分析了政府、龙头 企业和农户三方的利益联结机制，并通过实地调研和问卷调查相结合的方式，通 过数据真实反映不同参与主体选择不同利益联结机制的影响因素。再次，通过实 地访谈调查，对华盛绿能“G+E+F”模式进行案例研究，剖析了“华盛模式”的 运行机制。这是本文的重点部分。同时分析了“华盛模式”在推进技术农业发展 过程中遇到的一些困难和问题，以及为破解难题、走出困境，在模式上做出的一 些有益探索尝试和实践创新。最后在前文研究基础上，对完善“G+E+F”协同推 进技术农业发展模式提出政策建议。 关键词：技术农业 农业生产组织模式 利益联结机制 华盛模式 RESEARCH ON THE ORGANIZATION MODEL AND INTEREST LINKAGE MECHANISM OF "G+E+F"COOPERATING TO PROMOTE THE DEVELOPMENT OF TECHNOLOGICAL AGRICULTURE ABSTRACT Technical agriculture is developed in the process of agricultural industrialization, and any form of agricultural development is an organic fusion of production factors and their compatible systems. Technological agriculture innovation is the process of transforming the existing production factor combination and agricultural production organization model that hinders its realization. Establishing and improving the close- knit interest linkage mechanism of “G+E+F”（G represents the government, E represents the leading enterprises, and F represents the farmers） is of great significance for the development of technical agriculture. Huasheng Green Energy Agricultural Technology Co., Ltd., as the leading enterprise in agricultural industrialization and the “most influential enterprise for precision poverty alleviation”, is in the “Minning Collaboration” promoted by General President Xi, Minning Town (a sample of poverty alleviation cooperation between the east and the west). In the process of implementing the industry's precise poverty alleviation and the integration of primary, secondary, and tertiary industries, some useful explorations and practices for the improvement of the agricultural production organization model of “G+E+F” are worth learning. First of all, this paper systematically analyzes and studies the agricultural production organization model that promotes the development of technical agriculture by consulting a large number of documents. Secondly, on the basis of the four organizational models, the in-depth analysis of the interest linkage mechanism between the government, leading enterprises and farmers is conducted. Through the combination of field research and questionnaire survey, the data truly reflects the influencing factors of different stakeholders' choice of different interest linkage mechanisms. Thirdly, through field interviews, the case study of Huasheng Green Energy “G+E+F” model was carried out, and the operation mechanism of “Huasheng Model” was analyzed. This is the focus of this article. At the same time, it analyzes some difficulties and problems encountered by the "Huasheng Model" in promoting the development of technical agriculture, as well as some useful exploration attempts and practical innovations in the model to solve the problem and get out of the predicament. Finally, on the basis of the previous research, we propose policy recommendations for improving the “G+E+F” to promote the development of technical agriculture.
