I 摘要 金融在社会与经济发展中越来越重要，金融科技在金融中的应用也越来越广 泛。在2008年的美国次贷危机推动下，政府和机构越来越重视金融安全问题。金 融科技的应用，为金融行业的发展带来了许多变革，比如信息系统的应用大大提高 了金融运行的效率，大数据可以为金融监管和金融改革带来更多的辅助决策信息。 金融安全对产业、经济和社会的影响深远，深入了解金融安全、合理使用金融科技 对保障金融系统在金融创新的背景下稳定运行有着重要的现实意义。 区块链技术为实体经济和金融系统带来了变革的科技力量。区块链在金融科 技、供应链系统都有广泛的应用，区块链技术为各行各业带来了新的商业逻辑，也 带来了未知的因素。本文在研究区域金融安全的同时，也分析了区块链技术对地区 金融安全带来的影响，指出在金融市场中合理应用区块链技术带来的优势。本文通 过理论分析阐述了金融安全相关概念和内涵，通过案例介绍了区块链技术的特点 和应用实践，探讨了区块链技术在实体经济和金融行业中的各种应用尝试及现状。 使用指数分析法对成都地区的金融安全指数进行了实测，最后得出成都地区的金 融安全指数为中度风险，并根据测量结果分析了成都地区金融运行面临的瓶颈和 关键问题。通过对区块链技术在相关领域的应用逻辑进行分析，阐述了合理应用区 块链技术在金融市场运行中的优势，为地区金融安全面临的问题提出基于区块链 技术的解决方案。最后讨论区块链技术给金融安全及经济发展带来的有利影响和 不利影响，对区块链技术本身的优势和劣势进行分析，提出合理发展区块链技术的 建议和区块链技术的监管策略和应用推广方式，为金融科技大规模应用背景下维 护地区金融系统稳定运行提供了参考方向。 关键词：区块链，金融科技，区域金融安全 ABSTRACT II ABSTRACT Finance plays an important role in social and economic development, fintech gets a wide application in finance system. After the subprime mortgage crisis of American, governments and agents pay more attention to financial security issues. Fintech changes the development of the modem financial industry. For example, information systems has improved the efficiency of financial operations, and big data technology bring more auxiliary information to financial supervision and financial reforms. Financial security makes a deep impact to industry, economy and society. Knowing more about financial security and the usage of financial technology, it shows an important practical significance to ensure the stable operation of the financial system in the context of financial innovation. Blockchain technology brings many changes to the real economy and financial system. Blockchain is widely used in financial technology and supply chain systems. New technology brings new changing. Besides regional financial security, this article also analyzes the impact of blockchain on regional financial security, discussing the advantages while blockchian used in financial markets. This paper explains the concepts and connotations of financial security, introduces the characteristics and application practice of blockchain by discussing various application attempts in the real economy and financial industry. The index analysis model is used to measure the financial security index of Chengdu. The result shows the financial security status of Chengdu is medium. Pointing out some threshold and critical problems in the financial operation of Chengdu. Finally, through application of blockchain in related fields, we conclude the advantages of blockchain while it is rational used in the financial market. Some solutions based on blockchain are provided for the problems faced by regional financial security. After then this paper analyzes the advantages and disadvantages of blockchain itself, give some suggestions on how to develop blockchian smoothly, mentions certain implementation suggestions for the supervision strategy and application promotion of blockchain, provides a reference direction to maintain the stable operation of the finance system.
