随着我国精准扶贫工作的开展，近些年，各地方涌现出许多有益举措，取得了较 好的扶贫成果。人们对于精准扶贫的关注度越来越高，民营企业是社会各界参与精准 扶贫工作的重要组成部分，参与精准扶贫也是企业履行社会责任的重要体现，对民营 企业参与精准扶贫的研究具有重要的现实意义。但是，民营企业在参与精准扶贫工作 中，也面临着一些困境，以及难以突破的瓶颈，需要我们对之进行研究，并提出切实 有效和可行的解决办法。在上述背景下，本文以利益相关者理论、委托代理理论等为 基础，针对荣盛发展公司当前精准扶贫开展情况及存在问题，提出优化荣盛发展公司 精准扶贫建议，补齐当前企业参与精准扶贫存在问题短板。 本文以荣盛发展公司精准扶贫为研究对象，通过参考国内外关于指标体系构建的 文献，从宏观的角度借鉴扶贫绩效评价的相关经验，并结合荣盛发展公司精准扶贫的 实际情况，从扶贫投入、扶贫效果、生态效果及社会效果四个维度构建绩效评价指标 体系。同时，通过实地调研和进行问卷调查，采用层次分析法得出了扶贫绩效评价指 标体系中各项指标的权重，构建出荣盛发展公司的精准扶贫绩效评价指标体系。然后， 以平山县李家庄“旅游+民宿”产业扶贫项目和阳原县东白马营村绒山羊养殖产业扶贫 项目为例，依据已经确定的评价指标体系，采用模糊综合评价法计算出荣盛发展公司 两个典型产业扶贫项目的扶贫综合绩效结果，并对绩效结果进行纵向比较和分析。从 而提出荣盛发展公司参与精准扶贫存在着部分项目资金投资大、周期长、回报率低； 扶贫对象参与性低，内生动力有待激发等问题，最后提出精准匹配扶贫项目，提高扶 贫项目实施效果；探索企业扶贫资金整合使用的方式和途径等优化荣盛发展公司精准 扶贫的对策建议。 综上所述，荣盛发展公司作为知名民营企业，响应国家精准扶贫战略，履行企业 社会责任，不仅助力了国家精准扶贫工作，而且创造了企业作为主导方参与精准扶贫 的模式。对民营企业参与精准扶贫的研究，有助于为其他民营企业等扶贫攻坚实施者 提供一定的决策和案例参考，同时，对今后相关部门制定政策具有重要的推动作用， 对我省乃至全国脱贫攻坚的经验借鉴和探索创新具有重要的意义。由于笔者的研究能 力、水平、知识储备以及研究时间的限制，在本文的研究的过程中不可避免的会存在 部分研究不规范和系统性不足的问题，在该领域仍需进一步的探索和研究。 关键字：民营企业 精准扶贫 产业扶贫 企业社会责任V ABSTRACT With the development of my country's targeted poverty alleviation work, many beneficial measures have emerged in various places in recent years, and good results have been achieved in poverty alleviation.
