财务共享服务作为一种从西方引进的先进管理模式,是当代企业,特别是大 型跨国、跨地区企业的一个发展方向,表现出极大的优势,随着企业内部倍增的 财务数据开始寻求统一集中式的管理模式,此时财务共享中心的运用成为了大势 所趋。随着财务共享的优势日益明显,中国许多企业开始实行财务共享的模式, 不仅能够节省企业的开支,同时还能够提高企业的运作效率。财务共享模式在通 讯行业的应用也逐渐增多,其中ZX公司作为中国的一家大型信息通信公司,随 着公司规模的扩张和业务的扩展,ZX公司也逐渐重视起公司内部的财务管理, 逐步推进财务共享服务体系建设,但这一财务管理方法实施的并不那么顺利。在 进行一定程度的创新和改革之后,虽取得了良好的成效。但ZX公司仍然需要优 化财务管理模式存在的一些问题,以完善公司财务共享服务的各项职能,满足公 司对财务的要求,来达到优化企业资源配置,提高企业经营管理能力的目的。 基于此,本文以ZX公司的财务共享服务为研究对象,发现其存在的问题, 并为ZX公司财务共享服务提供进一步完善的思路与方法,在研究过程中,本文 首先归纳和阐述了现有的关于财务共享服务的概念及理论,对ZX公司财务共享 服务的建立进行简要介绍并且分析背景和运行状况,可以发现ZX公司财务共享 服务的运行取得了很好的成效,提高了财务管理水平,降低了公司财务风险,增 强了公司财务员工的交流与学习,促进了企业财务管理的标准化。在进一步分析 其现存的问题时,可以发现财务共享服务在构建的过程中依然存在一些问题,比 如组织结构问题,组织上受监管较少,财务中心端与业务端的远离等问题;财务 流程管理问题,业务流程还是存在零散的缺点,内部缺乏对于财务流程的优化机 制;信息系统不完善问题;员工管理问题,直接参与、支持业务的财务人员较少, 对业务的支持力度不够。最后,本文从组织结构、流程、信息系统等角度进行优 化。组织结构上采取的优化方案是其他组织结构不变,在财务部成立监察部和建 立大数据分析中心。业务流程结合影像系统、网络支付平台、电子存档等信息技 术,节省了报销人员和签字人这两方的宝贵时间,提升了支付效率,降低了管理 成本。关于信息系统的优化,ZX公司需要建立安全保障体系保护数据信息安全 稳定的运作,将以云计算、大数据处理、移动互联网为代表的新一轮信息技术融 入财务共享服务中心的创建中。财务员工管理的优化,建立统一的标准和规范, 对于员工的管理,要充分考虑员工的需求,做出相应的安排。 关键词:ZX公司;财务共享;优化设计 II Abstract AsanadvancedmanagementmodeintroducedfromtheWest,financialsharing serviceisadevelopmentdirectionofcontemporaryenterprises,especiallylarge transnationalandcross-regionalenterprises.Itshowsgreatadvantages.Withthe doublingoffinancialdatawithinenterprises,themanagementmodeofunifiedand centralizedmodebeginstobesought.Atthistime,theapplicationofFinancial SharingCenterbecomesthegeneraltrend.Withtheincreasinglyobviousadvantages offinancialsharing,manyenterprisesinChinahavebeguntoimplementthefinancial sharingmodel,whichcannotonlysavethecostofenterprises,butalsoimprovethe operationalefficiencyofenterprises.Asalargeinformationandcommunication companyinChina,ZXcompanypaysmoreattentiontointernalfinancial managementandgraduallypromotestheconstructionoffinancialsharingservice systemwiththeexpansionofcompanyscaleandbusiness.However,the implementationofthisfinancialmanagementmethodisnotsosmooth.Afteracertain degreeofinnovationandreform,goodresultshavebeenachieved.However,ZX companystillneedstooptimizethefinancialmanagementmodelofsomeproblems, inordertoimprovethefunctionsofthecompany'sFinancialSharingservices,meet thecompany'sfinancialrequirements,tooptimizetheallocationofenterprise resources,improveenterprisemanagementcapabilities. Basedonthis,thispapertakesZXcompany'sfinancialsharingserviceasthe researchobject,findsoutitsproblems,andprovidesfurtherperfectideasandmethods forZXcompany'sFinancialSharingservice.Intheprocessofresearch,thispaper firstsummarizesandexpoundstheexistingconceptsandtheoriesofFinancialSharing service,andbrieflyintroducesandanalysestheestablishmentofZTE'sFinancial Sharingservice.ItcanbefoundthattheoperationofFinancialSharingServiceofZX Companyhasachievedgoodresults,improvedtheleveloffinancialmanagement, reducedthefinancialriskofthecompany,enhancedthecommunicationandlearning offinancialstaff,andpromotedthestandardizationoffinancialmanagementofthe enterprise.Inthefurtheranalysisofitsexistingproblems,wecanfindthatthereare stillsomeproblemsintheprocessofbuildingfinancialsharingservices,suchas organizationalstructureproblems,lesssupervisionontheorganization,thedistances betweenthefinancialcenterandthebusinessside,financialprocessmanagement problems,businessprocessstillhasfragmentaryshortcomings,lackofinternal III optimizationmechanismforfinancialprocess,informationsystem,etc.Therearefew financialpersonnelwhodirectlyparticipateinandsupportthebusiness,andthereis notenoughsupportforthebusiness.Finally,thispaperoptimizestheorganizational structure,processandinformationsystem.Theoptimizationschemeadoptedinthe organizationalstructureisthatotherorganizationalstructuresremainunchanged.The MinistryofFinanceestablishesasupervisiondepartmentandalargedataanalysis center.Businessprocesscombinesinformationtechnologysuchasimagesystem, networkpaymentplatformandelectronicarchiving,whichsavesvaluabletimefor bothreimbursementpersonnelandsignatories,improvespaymentefficiencyand reducesmanagementcosts.Withregardtotheoptimizationofinformationsystem, ZXcompanyneedstoestablishasecuritysystemtoprotectthestableoperationof datainformationsecurity.Itwillintegrateanewroundofinformationtechnology representedbycloudcomputing,bigdataprocessingandmobileInternetintothe establishmentofFinancialSharingServicecenter.Theoptimizationoffinancialstaff management,theestablishmentofunifiedstandardsandnorms,forstaffmanagement, tofullyconsidertheneedsofemployees,makeappropriatearrangements.
