随着成品油市场的改革逐步深入与放开,成品油市场的竞争也逐步激烈,传统的成 品油物流管理理念、方法和模式也越来越不能适应成品油市场发展的需要,迫切需要向 现代物流管理方式转变。基于此背景本文以中石化山东分公司成品油物流管理为例,研 究和探讨了该公司成品油物流管理存在的问题及改进方法措施,一方面希望通过本文研 究为中石化山东分公司解决当前成品油物流管理中存在的问题有所裨益,另一方面希望 能够为同行业其他成品油销售企业提供一定的参考和借鉴。 本文在对国内外成品油物流管理进行综述研究的基础上,对相关的物流、物流管理、 供应链物流管理、成品油物流以及加油站与成品油物流等问题进行了阐述,接着对中石 化山东分公司成品油物流管理的运作现状进行了分析,对公司进行了简要介绍,分析了 该公司成品油物流的构成,重点介绍了一次物流和二次物流的构成及其特点,并对其物 流管理与运作模式进行了分析,在此基础上重点分析了该公司成品油物流管理中存在的 问题,该公司成品油一次物流中运输结构安排不合理,二次物流中成品油配送缺乏主动 性,相关物流节点空间布局不合理,成品油物流费用过高,成品油储运设施的自动化程 度不高以及成品油物流管理的信息化程度有待提高等。与国内外同行业相比,中石化山 东分公司成品油物流管理中存在的问题,严重制约了公司成品油物流管理与服务水平的 提升,影响了公司的经营效率与效益,为此必须采取措施予以解决和改进。 基于中石化山东分公司成品油物流管理中存在的问题,在调查研究的基础上,参考 和借鉴国内外同行业相关成品油物流管理的成功经验、方法和模式,结合现代物流管理 理念和方法,明确了中石化山东分公司成品油物流管理问题的改进目标与总体思路,接 下来,首先研究了和探讨了一次物流结构的优化,其次是二次物流中实现主动配送、提 高运输效率,再次优化物流节点空间布局,最后提升信息化水平与自动化程度,以上几 个方面的方法措施和建议如果得到妥善实施,能够较好的处理和解决目前公司成品油物 流管理中存在的上述问题,并对方法措施和建议实施后的效果进行了预期。 关键词:成品油物流,一次物流,二次物流,改进策略 II Abstract Withthegradualdeepeningandliberalizationoftherefinedoilmarket,thecompetitionintherefined oilmarketisgraduallyfierce.Thetraditionalrefinedoillogisticsmanagementconcepts,methodsand modelsareincreasinglyunabletomeettheneedsofthedevelopmentoftherefinedoilmarket.The transformationoflogisticsmanagementmethods.Basedonthisbackground,thispapertakesthelogistics managementofrefinedoilinShandongBranchofSinopecasanexampletostudyanddiscusstheproblems andimprovementmeasuresofthecompany'srefinedoillogisticsmanagement.Ontheonehand,ithopesto solvethecurrentrefinedoillogisticsforSinopecShandongBranchthroughthisstudy.Theproblemsin managementarebeneficial.Ontheotherhand,Ihopetoprovidesomereferenceandreferenceforother refinedoilsalescompaniesinthesameindustry.
