本文以运筹学最优路径理论、管理信息系统企业资源计划的相关理论为
基础,根据中油黑龙江农垦石油有限公司二次配送的基本情况及配送特点与
不足,结合中油黑龙江农垦石油有限公司的“十二五”发展规划,对企业目
前的配送实际进行了详细分析;结合同行业企业二次配送相关指标进行对比
分析,从油库布局优化、承运商管理以及信息化建设几个方面设计了中油黑
龙江农垦石油有限公司二次配送优化方案,最后从二次配送管理的制度建设、
节点优化以及执行力三个方面提出了中油黑龙江农垦石油有限公司二次配送
优化的保障措施。本文设计的中油黑龙江农垦石油有限公司二次配送优化的
实施方案,从理论和实践上进行了战略性对策研究,既为中油黑龙江农垦石
油有限公司二次配送优化工作提供了理论指导,同时也为国内成品油零售行
业的二次配送优化工作提出了新的思路与方法。

Abstract
As the main supplier of refined oil products for Heilongjiang Nongken area ,
PetroChina & NK Fuels Company shoulders the responsibility of oil products
supplying for 113 farms. As the advanced model of joint venture Company in
domestic refined oil retailing industry, PetroChina & NK Fuels Company has
been improving their management level step by step. However, under the
conditions of the constant increase of the material price level, the enterprise
operation cost keeps continuously rising. What is more serious is that the cost of
short-distance highway distribution of oil products increases sharply and its
proportion in the whole business flow cost increases year by year. Facing the
“cost and efficiency” business goals requested by the shareholders, the major
problem is to make great efforts to reduce the cost of short-distance highway
distribution.
This paper takes the theory of optimal path of operational research and
enterprise resource planning management information system as the basis,
analyzes the characteristics and the existing problems of current short -distance
highway distribution, combines the strategic Twelfth five-year development
plan of this company and compares the distribution management situation with
the competitors. This paper probes into optimizing the short-distance highway
distribution management from the aspects of the layout of oil depots, the
shippers’ management and the information construction under the supports of
related management system construction, node optimization and execution. This
paper conducts a strategic countermeasures study on short-distance highway
distribution problems from the view of theory and practice. It does not only
provide theoretical guidance for short-distance highway distribution management
of PetroChina & NK Fuels Company, but also provides new ideas and methods
for other oil products retailing enterprises to optimize distribution management.
