绩效考核作为企业人力资源管理最核心的一个问题,为企业的发展提供了动力,一 套完善的绩效考核体系不仅是实现企业战略的有效手段,还能够帮助企业做好人力资源 管理工作,也能很大程度上提高企业整体运营效率,提升企业的市场竞争力。作为传统 的能源型企业,我国的煤炭生产企业,受历史原因及危险系数高、工作强度大、井下环 境差、矿工素质相对较低等行业特征影响,在实际的绩效考核中,往往只关注提高矿井 生产效率以提升煤炭产量,并未注重长久发展引导,促进管理提升,是我国煤炭生产企 业绩效考核体系普遍存在的特征。生产区队作为煤矿运行体系的基础单元,处在井下生 产的一线阵地,是矿井生产经营目标的最直接创造者,在矿井的生产运营中处在最重要 的位置。在矿井日常生产经营中,如何正确引导与激励各生产区队实现矿井的生产运营 与发展目标,保障矿井安全生产,构建科学合理、适合矿井客观情况的绩效考核体系是 煤炭企业遇到的最大难题。 本文以SD集团D煤矿生产区队为研究对象,对煤炭企业绩效考核相关理论和实施 经验进行进行总结;针对D煤矿生产区队绩效考核现状展开调研,发现D煤矿生产区队 绩效考核体系中主要存在的问题;并结合D煤矿生产实际,设计了D煤矿绩效考核体系 改进方案;最后,从考核人员选择、领导重视、培训与监督、企业文化的培育及优化绩 效考核环境等方面提出配套措施,以保障优化后的绩效考核体系顺利实施。 本文运用文献研究法、问卷调查法、通过理论和实践相结合的方式,旨在解决D煤 矿绩效考核体系存在的实际问题,也为我国其他煤炭企业改进绩效考核体系提供借鉴。 关键词:D煤矿,生产区队,绩效考核体系,优化研究 iii Abstract Performanceappraisal,asthecoreissueofhumanresourcemanagementinenterprises, providesimpetusforthedevelopmentofenterprises.Fortheemployeesofenterprises, performanceappraisaldefinesthedirectionoftheirefforts.Intheconcretepracticalwork, howtofullymobilizetheinitiativeandenthusiasmofemployees,buildascientific performanceappraisalsystem,andgivefullplaytoitsdueroleisoneofthemaindifficulties facedbyenterprisesItisalsoacommonproblemthatthestate-ownedenterprisesofour countryurgentlyneedtosolve.AsChina'straditionalresource-basedenterprises,coal enterprisesareaffectedbyhistoricalfactors,suchashighlaborintensity,poorwork environment,highriskfactor,andrelativelylowemployeequality.Neglectingtheguidance ofmanagementimprovementandlong-termdevelopment,ithasbecomeacommonfeaturein theperformanceevaluationofmostcoalenterprisesinChina.Asthebasicunitofthecoal mineoperationsystem,theproductionareateamisinthefrontlineoftheunderground production.Itisnotonlythemostcoreunitofthecoalmine,butalsothemostdirectcreator oftheproductionandoperationobjectivesofthecoalmine.Ithasthemostimportantposition intheproductionandoperationofthecoalmine.Intheproductionandoperation,howto guideandencouragetheproductionteamstoimplementtheoperationanddevelopment objectivesofthemine,maintainthesafetyproductionofthemine,andscientificand reasonableperformanceappraisalsystemsuitablefortheobjectivesituationofthemineare thebiggestproblemsencounteredbythecoalenterprises. ThispapertakesDcoalproductionareateamofSDgroupastheresearchobject, summarizestherelevanttheoryandimplementationexperienceofperformanceappraisalof coalenterprises;conductsresearchonthecurrentsituationofperformanceappraisalofDcoal productionareateam,findsoutthemainproblemsintheperformanceappraisalsystemofD coalproductionareateam;anddesignstheimprovementschemeofDcoalproduction performanceappraisalsystembasedontheactualproductionofDcoalmine;finally,fromthe perspectiveoftheactualsituationofDcoalproductionareateam,thispaperanalyzesthe currentsituationofperformanceappraisalofDcoalproductionareateamInordertoensure thesmoothimplementationoftheoptimizedperformanceappraisalsystem,somesupporting measuresareputforward,suchastheselectionofexaminers,theimportanceofleaders,the trainingandsupervision,thecultivationofcorporatecultureandtheoptimizationof performanceappraisalenvironment. Thispaperfocusesonthecombinationofliteratureresearch,interview,questionnaire, iv qualitativeanalysisandquantitativeanalysis.Thecombinationoftheoryandenterprise practicefocusesonthepracticalproblemsexistingintheimprovementofperformance appraisalsystemofDcoalmine,whichisofpracticalsignificanceandreferenceforthe enterpriseandthecoalenterprisesinChinatoimprovetheperformanceappraisalsystem.
