摘 要
煤矿现场条件恶劣,生产环节繁多、系统复杂,管理难度大,其生产系统是一个
以运输、支护、通风、排水、通讯、压风、供水、供电等子系统组成的综合系统,每
个子系统的正常运转方可保证整体生产系统的稳定,而目前整体生产系统在正常生产
经营过程中缺少有效的监督、诊断机制。
本文通过对煤矿生产系统进行技术诊断方面的研究,目的在于建立一种对煤矿生
产技术管理的诊断机制,分析诊断目的来确定诊断内容,按照诊断内容确立了能源集
团、矿业集团、矿井、外部专家等多方的利益相关方,组成了进行诊断项目化管理的
领导小组、诊断专家组、组织服务组、现场落实组等机构,科学合理制订了包括制订
项目实施方案、编制诊断大纲、召集项目启动会议、计划诊断流程、选取诊断矿井、
矿井编制诊断手册和自我诊断、开展专家现场诊断、总结落实等阶段的诊断实施步骤,
建立激励约束、信息传递、运作流程、反馈评估等机制,形成规范的项目化管理生产
系统诊断机制,更好地发挥生产技术方面的降本保安作用。
本研究的创新点:首先,选取了繁杂的煤矿整体生产系统研究对象。煤矿生产是
由多个子系统甚至孙系统构成的综合系统工程。每个子孙系统既有一定独立性,却又
互相影响、制约,只有每个系统均达到正常运转,才能实现安全生产,这就需要多个
专业的密切配合。而一般的文献研究仅限于某一子孙系统,从某一专业领域角度进行
技术和管理方面的研究,较少将整个生产系统统筹进行研究的报道。其次,本研究采
用了工业诊断方式找出煤矿生产管理缺陷。正如上述的研究对象阐述,可知煤矿正如
人体一样,系统繁杂,构成系统的主要巷道、设备、管道、设施等均有生命周期,需
要用系统诊断方式及时发现问题和超前判断不足,方可满足系统正常运转要求。另外,
本研究针对生产系统实际编制了诊断大纲。诊断大纲采用专业与系统结合的方式,分
别对矿井的釆掘、机电、运输、通防、地测等大生产系统提出全面诊断内容,结合矿
井的经营情况进行剖析,创建了生产系统诊断的理论基础。因此煤矿生产系统诊断项
目化研究具有较高的新颖性和创新性。
本文将山东能源集团部分煤矿的生产系统作为研究对象,研究开展煤矿生产技术
诊断项目化管理,建立一套煤矿企业生产系统诊断方法,到有关矿井进行了生产系统山东大学硕士学位论文
诊断,提出建议数百条,经过现场落实,达到了提效、降本的效果,也为矿井科学合
理开采、长远发展创造了条件。此后,又将诊断项目化管理成果推广到整个山东能源
集团,从而有效提升煤矿企业生产管理水平。

The mine site conditions, various production link, the system is complex, the
management difficulty is big, the production system is a system to support, transportation,
ventilation, drainage, communications, water supply, power supply, air pressure etc. the
system consists of a comprehensive system, the normal operation of each subsystemcan
ensure the whole production system's stability, but at present the whole production system
in the normalproduction and operation in the process of supervision, lack of mechanism of
effective diagnosis.
In this paper, through the research technique of diagnosis for coal mine production
system, aimed at establishing adiagnosis of mechanism of coal mine production technology
management, analysis and diagnosis purpose to determine the diagnostic content,
according to diagnosis has established the stakeholders energy group, the mining group,
the mine, the external expert -, composed of the leading group, diagnosis of project
management diagnosis expert group,organization service group, on-site implementation
group and other institutions, science formulationincluding the development of project
implementation plan, the preparation of the outline, called diagnosis project kick-off
meeting, delimit diagnosis process, selection of diagnosis diagnosis of mine, mine
development of diagnosticmanual and self diagnosis, expert on-site diagnosis, summarize
the stage implementation steps reasonably, establish incentive and restraint, information
transmission, operation process, feedback and evaluation mechanisms, the formation of
standardized project management production system diagnosis mechanism, better play the
role of the production technology of the descending of the security.
The innovation of this study: first, the object of study selected the integrated coal
mine complex manufacturing system. The production of coal mine is a complicated system
engineering, which is composed of several subsystemsand even sun system. Each son
system has certain independence, but influence each other, control, only each system to
normal operation, to achieve safe production, which requires a number of professional
closely. While the literature studies in general only to a son system, carries on the research
technology and management from the perspective of a professional field, is the entire
production system planning research report.Secondly, this study adopts industrial
diagnostic method to find out the coal mine production management defect. As the object
