I 摘要 电力体制改革的深入推进以及激烈的市场竞争使得电力公司探索建立先进的 绩效管理模式以提高企业的竞争力。党的十九大报告提出,“要完善各类国有资 产管理体制,改革国有资本授权经营体制,加快国有经济布局优化、结构调整、 战略性重组,促进国有资产保值增值,推动国有资本做强做优做大,有效防止国 有资产流失。深化国有企业改革,发展混合所有制经济,培育具有全球竞争力的 世界一流企业。”为电力企业的改革和发展提供了遵循和指引。 电力公司需要一个有效的绩效控制系统来考察全公司以提升公司的运作效 率,从而保持良好的竞争优势,进而实现公司的持续发展。本文以哈密电力实业 开发有限公司为典型案例,对该公司的绩效管理进行研究。 本文首先介绍了哈密电力实业开发有限公司绩效管理现状。然后,利用调查 问卷的方法分析了哈密电力实业开发有限公司绩效管理存在的问题。最后,从绩 效计划、绩效辅导、绩效考核、绩效考核及结果反馈、绩效结果应用等角度提出 了绩效管理的优化建议,并从营造氛围、落实责任、人才支撑、督导检查四个方 面提出了保障措施。 文章主要的贡献如下:1)对接公司战略目标。绩效管理体系的优化设计以战 略目标为导向,各部门层层落实责任,实现了哈密电力实业开发有限公司新的绩 效管理体系与公司的战略目标之间的密切联系。2)提高公司管理水平。绩效管理 体系的优化设计结合哈密电力实业开发有限公司的实际情况,解决了目前管理中 存在的问题,增强了各部门的效率、效益意识,提升了各级管理人员管控能力和 服务水平。3)营造良好文化氛围。绩效管理体系的优化设计能强化全员绩效意识, 提升各级绩效经理人的履职能力,使绩效理念入脑入心,在公司范围内形成良好 的绩效管理文化氛围。4)提升员工工作效率。绩效管理体系的优化设计能增强绩 效管理的认同度和透明度,引导员工及时发现自己在工作中的缺点和不足,不断 改善工作绩效,提高工作效率。 关键词:绩效管理;现状分析;问卷调查;优化设计 Abstract II Abstract Alongwiththedeepeningreformofthepowersystemandfiercemarket competition,powercompanieshavetoexploretheestablishmentofadvanced performancemanagementmodeltoimprovethecompetitivenessofenterprises.The reportofthe19thNationalCongressoftheCommunistPartyofChinaputforward that,“Improvingthesystemsformanagingdifferenttypesofstateassets,andreformthe systemofauthorizedoperationofstatecapital.Inthestate-ownedsector,steppingup improveddistribution,structuraladjustment,andstrategicreorganization.Workingto seethatstateassetsmaintainandincreasetheirvalue.Wesupportingstatecapitalin becomingstronger,doingbetter,andgrowingbigger,andtakeeffectivemeasuresto preventthelossofstateassets.Deepeningthereformofstate-ownedenterprises, developingmixed-ownershipeconomicentities,andturningChineseenterprisesinto world-class,globallycompetitivefirms.”Itpointedoutthedirectionforthereformand developmentofpowercompanies.
