I 摘要 分布式能源在西方等发达国家发展较早,各个国家都根据自身的能源状况建 立了符合自身的分布式能源系统,而我国起步发展较晚,至 2011 年才开始出台各 类政策,发展空间巨大,是投资建设的新方向。XD 公司天然气分布式项目是区域 内首个天然气分布式项目,其建设要求比较严格,主要是工期要求紧,质量要求 高,以其为案例研究对象,通过对它的进度管理实际执行过程剖析,得出了对其 他同行业项目建设可以参考的地方和需要注意避免的地方。 在确定了主要研究内容后,本文首先运用文献法,确认了可以运用于本文的 相关进度理论,并在文中进行阐述。然后,通过现场调研,走访原项目建设的工 作者,收集更多的一线的数据资料,从而了解到 XD 公司天然气分布式项目与进 度管理息息相关的内容,主要包括建设组织体系、工程管理模式选择、项目的具 体特点和实际进度管理存在的问题。并运用项目进度管理论作为工具,如工作分 解结构(WBS)、责任分配矩阵、时间估算等等对于其编制进度计划,包括里程牌 计划、甘特图,并运用“挣值法”控制理论,对 XD 公司天然分布式项目案例的 进度控制进行了分析,找到偏差原因,并运用纠偏措施进行调整。 最后也对 XD 公司项目进度管理进行了总结,对全文给出了结论,比如树立 “质量-成本-进度”三者统筹管理的理念,注重设计进度管控、施工单位选择、采 用绩效对比考核、严格合同约束条款等手段。同时,对未来论文的研究方向提出 了展望,比如注重信息化管理,加大项目的任务细分等等。这也对其他同类型项 目的建设提供一定的参考和指导。 关键词:天然气分布式能源 ,项目进度计划,项目进度控制ABSTRACT II ABSTRACT Distributed energy resources developed earlier in developed countries such as the West, and each country has established a distributed energy system that suits its own energy conditions. However, China started its development later, and only began to issue various policies in 2011. With huge development space, it is a new direction of investment and construction. XD Company weather distributed project is the first natural gas distributed project in the region. Its construction requirements are relatively strict, mainly due to tight schedule requirements and high quality requirements. Taking it as a case study object, through the analysis of the actual implementation process of its schedule management, it concludes the places that can be referenced and avoided for other projects in the same industry. After determining the main research content, this paper first uses the literature method to confirm the relevant progress theory that can be used in this paper, and expounds in the paper. Then, through on-the-spot investigation, visiting the original project construction workers, collecting more front-line data, we can understand the contents closely related to the progress management of XD Company's natural gas distributed project, mainly including the construction organization system, the selection of project management mode, the specific characteristics of the project and the problems existing in the actual progress management. Using the project schedule management theory as tools, such as work breakdown structure (WBS), responsibility allocation matrix, time estimation, etc., the schedule plan, milestone plan and Gantt chart are compiled. The control theory of "earned value method" is used to analyze the schedule control of XD Company's natural distributed project cases, find out the causes of deviation, and use corrective measures to adjust. Finally, the paper summarizes the project schedule management of XD Company, and gives the conclusion of the full text, such as establishing the concept of "quality cost progress" overall management, paying attention to the control of design progress, the selection of construction units, the use of performance comparative assessment, and strict contract terms and other means. At the same time, the future research direction of the paper is proposed, such as focusing on information management, increasing the project task segmentation and so on.
