随着经济的飞速发展,企业的不断转型升级,人力资源管理已经上升为企业战略 性管理,绩效管理是实现人力资源管理的重要保障。同时,绩效管理
也被认为是制约 企业快速发展的重要因素。近年来,A城投集团在完善城市功能、提升城市品位、保 障服务民生方面发挥了重要作用。在国企全面深化改革的背景下,不断探索,
逐步实 现由政府主导向市场驱动转变,全面形成“政府引导、市场运作、社会参与”发展的 新格局。在公司内部,A城投集团现有的绩效管理体系,在极大程度上不能够适应公司
现阶段自身经营的发展需要。因此,尽最大可能优化A城投集团现有的绩效管理体系 是公司亟待解决的问题。 本文以A城投集团绩效管理为研究对象,结合绩效管理相关理论,采
取文献研读、 访谈等方法进行分析研究。同时,本文从企业实际出发,遵循提出问题、分析问题、 解决问题的逻辑思路,将绩效管理理论用到企业的实际工作上。首先,论文介
绍了研 究背景和意义,绩效管理的国内外研究现状。其次,阐述了绩效管理的相关理论基础。 紧接着,本文介绍了A城投集团的发展历程、业务范围和企业文化、组织架构及人力
资源状况,并介绍了该集团绩效管理体系的现状。然后,本文剖析了A城投集团绩效 管理体系存在的问题及问题原因。最后,本文在阐述了绩效管理体系改进设计的思路 和原则之
后,并提出了绩效管理体系的具体改进措施。A城投集团改进后的绩效管理体 系,有利于企业战略目标的实现,也可以为同行业公司的绩效管理提供借鉴作用。 关键词:A城投集

upgradingofenterprises,humanresourcemanagementhasbecomeastrategicmanagement ofenterprises.Performancemanagementisanimportantguaranteetorealizehumanresource
management.Atthesametime,performancemanagementisalsoconsideredtobean importantfactorrestrictingtherapiddevelopmentofenterprises.Inrecentyears,acity
investmentgrouphasplayedanimportantroleinimprovingthecity'sfunctions,upgrading
thecity'squalityandensuringtheserviceofpeople'slivelihood.Underthebackgroundof comprehensivelydeepeningthereformofstate-
ownedenterprises,weshouldcontinueto exploreandgraduallyrealizethetransformationfromgovernmentledtomarketdriven,and
comprehensivelyformanewpatternofdevelopmentof"governmentguidance,market operationandsocialparticipation".Withinthecompany,theexistingperformance
managementsystemofacityinvestmentgroupcannotmeetthedevelopmentneedsofthe company'sownoperationatthisstagetoagreatextent.Therefore,itisanurgentproblemfor
thecompanytooptimizetheexistingperformancemanagementsystemofacityinvestment groupasmuchaspossible.
Inthispaper,acityinvestmentgroupperformancemanagementastheresearchobject, combinedwithperformancemanagementtheory,usingliteraturereview,interviewsand
othermethodsforanalysis.Atthesametime,basedontheactualsituationoftheenterprise,
followingthelogicalthinkingofputtingforward,analyzingandsolvingproblems,thispaper
appliestheperformancemanagementtheorytotheactualworkoftheenterprise.Firstofall, thepaperintroducestheresearchbackgroundandsignificance,performancemanagement
researchstatusathomeandabroad.Secondly,itexpoundsthetheoreticalbasisof performancemanagement.Then,thispaperintroducesthedevelopmentprocess,business
scope,corporateculture,organizationalstructureandhumanresourcesofacityinvestment
group,andintroducesthecurrentsituationofthegroup'sperformancemanagementsystem.
Then,thispaperanalyzestheproblemsandreasonsofperformancemanagementsystemofa cityinvestmentgroup.Finally,thispaperexpoundstheideasandprinciplesofimprovingthe
