质检机构薪酬制度优化方案研究-以N质检院为例

随着我国社会主义市场经济体制的逐步建立和不断向前发展,事业单位仍沿用过去 国家机关的管理体制和机制,已经难以适应时代的需求。各级各类事业单位在管理过程 中暴露出许多不可调和的问题,事业单位体制改革势在必行。然而,事业单位薪酬制度 不仅关系到事业单位广大干部职工的切身利益,而且与事业单位各项改革密不可分,是 人事制度改革的核心内容,直接影响到大家的工作积极性和创造力,建立一套科学合理、 公平高效的薪酬制度,有利于推进事业单位改革向前发展。 我国的质检机构绝大部分是事业单位,承担着为政府有效的质量监管提供技术支撑 的重任。近年来,我国加快政府职能转变和事业单位分类改革,对外开放的不断扩大, 在改革和竞争的浪潮中,促使质检机构与政府脱钩,转制为企业进行市场化运营。如何 使质检机构引入市场机制,实现市场化资源有效配置,既是重点也是难点所在。进行薪 酬制度改革,建立起一套适合质检机构发展,注重激励员工的薪酬制度非常重要。 本文以 N 质检院为研究对象,运用文献分析法、问卷和访谈调查法、比较分析法等, 结合有关理论对质检机构薪酬制度优化方案进行研究。全文整体思路如下,首先,对 N 质检院薪酬制度现状进行分析;其次,通过基于公平理论下的薪酬满意度调查和访谈调 查等方式收集信息资料与数据,经过数据分类汇总,对比研究,总结并剖析现行薪酬制 度实施中出现问题的根源和成因;最后,在此基础上,从质检机构自身的特殊性和市场 化改革的大环境出发,借鉴国内外专家学者的研究成果,提出质检机构薪酬制度的整体 优化思路,并针对具体 N 质检院提出薪酬制度优化方案。 关键词,质检机构;薪酬制度;优化方案 II ABSTRACT With the gradual establishment of China's socialist market economic system and continuous development in our country, public institutions still use the old management system and mechanism of the state organs. It is difficult to adapt to the new era. There are many irreconcilable problems of the management process in all levels and kinds of public institutions. Public institution system reform should be improved. However, salary system is related to the vital interests of the broad masses of cadres and workers and the reform of public institutions. Salary system, as the public institution core of reforming personnel system, is directly related to the public institutions of staff's working enthusiasm and creativity. The establishing of a scientific, reasonable, fair and efficient salary system will contribute a lot in promoting the reform of the institutions. In China, most quality inspection institutions are public institutions, which provide important valuable technical support for the quality effective supervision of our government . In recent years, government function has been improved a lot. The quality inspection agencies are seperated from government and they are transformed into enterprises, which are market-oriented. How to apply market mechanism in quality inspection institutions and realize the effective allocation of market resources is the main task and the most difficult point. It is important to set up and reform a set of salary systems to encourage the staff in quality inspection institutions. This paper takes N Quality Inspection Institute as the research object. It mainly uses the analysis of the literature research method, questionnaire and interview survey method, comparative analysis method, combined with the related theory in the research of the optimization scheme of salary system of quality inspection institutions. Firstly, it analyzes the recent situation of salary system of N Quality Inspection Institute, Secondly, it investigates the mode of the information and data, which is based on the equity theory. It also focuses on the cause of the existed problems by analyzing and comparing the data. Thirdly, on the basis of this research, from the perspective of quality inspection institutions of its own particularity III and the reform of the market environment, it learns lessons from the research results of domestic and foreign experts and scholars. It puts forward the whole idea of overall optimization of salary system of quality inspection institutions. It focuses on the optimization scheme of salary system according to the specific N quality inspection institute.
