公立医院是国家医疗卫生事业的重要组成部分,随着医疗改革的逐步推进,公立 医院的运营环境发生了巨大变化,民营医疗机构、合资合作医疗机构的快速成长给公 立医院带来了巨大的竞争压力。同时,公立医院在市场化竞争手段、资源配置的权利 等多方面受制于其公益属性而无法开展市场竞争。深入挖掘自身潜力,加强战略管理 规划,提升核心竞争力已成为公立医院应对新医改的必由之路。 本文先是对选题的背景和意义进行简单的阐述,根据其研究内容,来制定相应的 研究方法与研究路线。如何更好地融入市场机制,如何在复杂的背景下制定出更多的 便民、惠民的措施,这就要求公立医院转变发展观念,探索出一条新的道路。 其次,通过对医院战略管理方面的相关文献研究,来论述战略管理的理论意义及 目前公立医院战略管理研究的现状。我国进行战略管理理论研究先是在企业管理领域, 之后才引用到医院管理中,从简单的对外宣传到注重诊疗水平,从注重患者的满意度 与忠诚度到加强医院的人文建设、走差异化管理道路。将企业在制定战略管理方案时 所运用的战略管理工具引入医疗行业,对医院管理者来说有着重要的意义。 再次,本文对 A 公立医院进行了战略环境分析,包括医院的简介和内外部环境的 现状。各项政策的出台,给该医院带来了前所未有的发展良机,同时也应看到医改政 策是一把双刃剑,在带来发展给予的同时也分流了不少病源,行业内的显性、隐性竞 争都给医院的生存与发展带来了巨大的威胁。 本文利用 SWOT 矩阵来制定 A 公立医院的战略规划,提出总体发展战略和具体目 标。通过对优势、劣势、机遇和威胁四方面分别进行剖析,认清形势,发挥优势,更 好地参与市场竞争。通过以上分析,找出 A 公立医院在各个方面面临的问题,并据此 找出化解之道,以此运用到医院发展战略的制定中。 紧接着是对于 A 公立医院发展战略的制定。战略的制定分为总体发展战略和战略 制定的具体目标。总体战略的制定要在遵循医院整体发展原则的基础上,坚持以市场 为导向,以患者为核心,以医疗为基础,以科研为目标,明确发展的内涵与责任。发 展战略具体目标的制定主要从短期战略、中期战略和长期战略来制定。之后,提出一 些具体的有可操作性的发展建议。 最后,是主要贡献与展望,通过通篇分析,得出医院要制定战略发展规划要尊寻 大环境的要求,要适应政策,要探索出适合自己发展的道路,认清机遇与挑战,运用 科学的管理工具去制定战略发展规划。剖析本文的不足之处,由于学习时间较短,本 文可能不具备参考价值,对于 A 公立医院也只是提出了建议等,希望在今后的工作中,2 可以为医院建设尽一份绵薄之力。 关键词:公立医院;战略管理;SWOT 分析I ABSTRACT Public hospitals are an important part of the national health care industry. With the gradual advancement of medical reform, the operating environment of public hospitals has undergone tremendous changes. The rapid growth of private medical institutions and joint venture cooperative medical institutions has brought huge competition to public hospitals. pressure. Deeply tapping its own potential, strengthening strategic management planning, and enhancing core competitiveness have become the only way for public hospitals to respond to new medical reforms. Secondly, through the related literature research on hospital strategic management, the theoretical significance of strategic management and the current status of strategic management research in public hospitals are discussed. By analyzing the advantages, disadvantages, opportunities and threats, we will clearly understand the situation, give play to our advantages, and better participate in market competition. Through the above analysis, we will find out the problems faced by A public hospitals in various aspects, and find out the way to resolve them according to this, so as to apply to the development of hospital development strategy.
