银行清分中心外包项目的可行性分析 摘要 由于市场需要以及竞争的日益激烈，金融外包服务对于企业来说占据着越来越重 要的地位。随着金融外包服务行业的发展，客户对于金融服务外包的要求也从之前简 单的劳务替代转变为职能外包，流程外包甚至知识外包。此外近年来劳动力成本的激 增更是使得金融外包服务行业困难重重。但是由于相比房地产行业和汽车行业，金融 外包服务行业对于项目可行性研究还处于比较初级阶段，大多数企业对此重视程度不 够，使得不少金融外包服务项目实施后困难重重，问题百出，甚至导致项目失败。这 不仅为企业带来经济损失，更破坏了企业与客户之间的关系。 本报告以项目可行性研究理论入手，通过介绍分析金融服务行业的现状，尤其是 现金清分外包服务业务项目的可行性研究应用现状和特点，阐明了金融服务行业需切 实开展项目可行性研究的重要性。首先从市场、技术、与经济三方面对银行现金清分 服务外包项目的可行性进行分析；同时利用 FMEA 方法对项目的风险进行分析和评 价，提出了风险应对的措施；并在此基础上，利用模糊评价方法将上述市场、财务、 技术、以及风险等因素进行综合评价，为项目提供综合性的可行性评价；最后将此方 法成果在企业的具体项目进行了应用，通过将综合评价结果与项目实际数据进行比 对，找出差异、并分析了原因，从而验证了文中所提出的可行性论证方法的实用性和 有效性。 本文的研究成果为企业项目决策提供科学依据。对于项目可行性提供更为科学的 评价方法，帮助项目决策。同时从风险角度进行分析，并确保该项目顺利进行。期望 能够为今后类似的金融外包服务项目的可行性研究提供一定的参考。 关键词，项目管理，金融服务外包，项目可行性分析，FMEA，综合评价 I上海交通大学工程硕士学位报告 ABSTRACT ANALYSIS OF PROJECT POSIBILITY FOR BANK CLEANING CENTER OUTSOURCING PROJECT ABSTRACT Because of enhance of the competition and market demand, financial service outsourcing has become to a more important role to the enterprise. With the development of financial service outsourcing industry, the request of the customers has been raised from simple labor replacement to the functional outsourcing, process outsourcing, and knowledge outsourcing. What’s more, the financial service outsourcing suppliers have suffered a lot because of the dramatic increasing of the labor cost. Financial service outsourcing project can not move smoothly, even some financial service outsourcing project failed. This is because that compared with real estate industry and auto industry, financial service outsourcing industry does not takes enough emphasis on the project possibility study. This will not only bring the loss to the enterprise of financial service outsourcing, but also will hurt the relationship between the enterprise and the customers. Based on the theory of project possibility study, the thesis has introduced the current situation of financial service outsourcing, especially the situation and feature of project possibility study for cash settlement outsourcing project. It has point out the importance of the project possibility study in financial service outsourcing industry. First, the thesis has analysis the project possibility from market, technology and economy factors. Then, the thesis analysis and validate the project risk with FMEA and has propose the action to prevent the risks. What’s more, the thesis provided comprehensive assessment for the project based on the market, financial, technology and risk factors through fuzzy evaluation. Finally, the thesis implemented the method in a specific project case and to compare the data between the evaluation result and the real data, to find the discrepancy and find out the reasons. So as to verify the validity and practicability of the project possibility method raise in the thesis. The study result of the thesis will help the decision making, and will provide a more scientific method to help judging. In the meanwhile, risk analysis will help project move more smoothly. Hope it can be a reference for further similar project.
