随着当前社会主义经济体制的不断发展完善，我国水利工程建设得以高速发展，同 时对水利工程后期维修养护管理也提出了更高的要求。为了发挥水利维修养护工程对社 会经济可持续发展的作用，必须完善水利维修养护工程的项目管理。M 地区水利维修养 护工程是 M 地区国民经济和社会高速发展的重要设施基础，已初步建立了防洪、排涝、 供水、灌溉等水利工程体系，但是在水利工程后期的项目管理中，长期存在着“重建轻 管”的现象，水利工程维修养护管理运行欠缺方式方法，所以加强水利维修养护工程项 目管理至关重要。 本文首先通过查阅大量资料归纳分析了国内外有关项目管理以及水利维修养护工 期项目管理的研究现状，提出研究内容和思路以及研究方法；介绍了工程项目管理相关 理论，主要包括工程与工程项目管理的界定、工程项目管理的主要内容、水利维修养护 工程项目管理的必要性等内容；之后通过实地考察和访谈调研的方式对 M 地区水利维 修养护工程现状和存在的问题进行分析，以理论和实践的角度为基础，从质量管理、进 度管理和成本管理三个方面分别对 M 地区水利维修养护工程项目管理存在的问题逐一 进行原因剖析；最后根据以上问题原因分析，分别从质量管理、进度管理和成本管理三 个方面提出相应的对策来完善工程项目质量管理，强化项目进度控制，强化维修养护工 程施工项目成本控制，以期为 M 地区水利维修养护工程项目管理提供有效的借鉴作用。 关键词，水利工程；维修养护；项目管理东北石油 MBA 学位论文 III Research on Problems and Countermeasures of Water Conservancy Project Management in MArea ABSTRACT With the continuous development and improvement of the current socialist economic system, China's water conservancy projects have been developed rapidly, and meanwhile, the higher requirements has put forward for the maintenance and management of water conservancy projects. In order to give full play to the role of water conservancy maintenance projects for the sustainable development of society and economy, the management of water conservancy maintenance project (WCMP) must be improved. The WCMP of M Area, which have established initially flood control, drainage, water supply, and irrigation system, is an important infrastructure foundation for the rapid development of M Area national economy and society, but in the later stages management of WCMP, the phenomenon of stressing construction over management exists for a long time, and the running ways and means of water conservancy maintenance management are insufficient. Therefore, it is of great importance for future development to strengthen the management of WCMP. This paper firstly analyzes the current situation of project management at home and abroad by consulting a lot of data, and puts forwards the research contents and ideas, as well as the research methods. This paper introduces the theory of project management, including the definition of project and project management, the main content of project management, and the necessity of project management for water Conservancy maintenance. Afterwards, the current situation and existing problems of the WCMP in the M area were analyzed through practical research methods, based on theoretical and practical perspectives. From the three aspects of quality management, schedule management and cost management, the paper analyzes the problems existing in the management of WCMP in M area one by one. Finally, based on the analysis of the reasons for the above problems, corresponding countermeasures are put forward from three aspects: quality management, schedule management and cost management to improve project quality management, strengthen project schedule control, and strengthen maintenance project construction cost control, in order to provide an effective reference for management of WCMP in M area.
