我国众多优秀的非物质文化遗产是中华文明史的重要见证和载体，具有不可 替代的价值、功用和地位。随着社会时代的变迁和现代化工业文明的迅速发展， 非物质文化遗产正在面临巨大的破坏、流失，对其实施动态式、开放式、展开式 的产业化，让市场赋予其鲜活的生命力是其中一条有效途径。 C 市拟利用国家级非物质文化遗产——越窑青瓷烧制技艺进行产业化利用 开发，建设非物质文化遗产产业化园区——上林湖青瓷文化传承园，正是非物质 文化遗产产业化的实际落地。以该项目为例，对非物质文化遗产产业化这一类型 的文化产业园区进行可行性研究分析，是对文化产业园区可行性研究分析相关理 论的积极完善和有益补充，对当前及今后一段时期，各地纷纷大力推进各种类型 文化产业园区建设，具有一定的参考价值和指导作用。 本文首先梳理了国内外有关文化产业园区建设的现状、特性等主要研究成 果，论述了非物质文化遗产产业化园区建设及其可行性分析研究的相关背景、现 状和意义。在此基础上，结合非物质文化遗产保护开发的特性及其产业化园区的 特点，确定适合此类园区的可行性研究的基本原理、方法和重点内容。然后，运 用定量分析与定性分析的方法，结合实际，对上林湖青瓷文化传承园项目的可行 性进行了深入系统研究：分析了项目的建设背景及建设必要性，提出了项目总体 目标、定位功能和建设规模；从产业政策、社会经济、区位、交通、公共配套设 施等多方面分析了项目的建设地点与条件；制定了项目的建设方案、管理方案、 人力资源配置方案及招投标实施安排；分析了项目对生态环境的影响并提出保护 措施；对项目的投资建设进行重点估算，分析资金筹借方式，并对项目的社会效 益进行了深入分析；创新引入层次分析法，建立数学模型，对影响此类园区建设 的风险因子进行排序，并据此提出了相应的防范措施；最终得出了该非物质文化 遗产产业化园区项目可行的结论，同时为实现项目尽快落地及有效运营，提出了 相应的针对性建议。 关键词：非物质文化遗产；产业化开发；产业园区；可行性研究分析VI Abstract China has a great deal of outstanding intangible cultural heritage that has witnessed and embodied the long history of Chinese civilization. The intangible cultural heritage (ICH) has irreplaceable value, function, and status. But as our society changes over time and the modern industrial civilization develops rapidly, ICH now faces enormous destruction and loss. Dynamic, open and extensive industrialization of ICH is supposed to be an effective approach to protecting and rejuvenating it. C City launched the industrialization of the firing technology of Yue Celadon, which is China’s national ICH, and built the Shanglinhu Celadon Cultural Heritage Park, marking the beginning of the industrialization of ICH in China. A feasibility study of this ICH industrial park will supplement and improve the analysis theories on the feasibility of cultural industrial parks and provide a valuable reference and guidance for the ongoing and future construction of various types of cultural industrial parks in China. First, construction of ICH industrial parks and the background, current situation, and significance of feasibility study of this type of projects was analyzed based on existing research findings about the construction of cultural industrial parks in China and other countries. In the light of the characteristics of ICH protection and development and ICH industrial parks, the basic theories, methods, and key contents applicable to the feasibility study of this type of industrial parks were preliminarily determined on the basis of existing theories of feasibility study. Then quantitative and qualitative analyses were conducted to investigate the feasibility of the Shanglinhu Celadon Cultural Heritage Park project on various aspects. After analyzing the background and necessity of constructing this park, the overall objective, functional orientation, and scale of this project was put forward. Location and conditions of the construction site were analyzed in terms of industrial policy, social economy, location,VII transportation, and public facilities. A construction scheme, management plan, and human resource allocation plan was prepared; the bidding for the project was scheduled. An environmental impact analysis of this project was performed; some environmental protection measures were put forward according to the results. The estimation of the project investment and construction was the key part of this research. Fund-raising methods and social benefits of the project were discussed in depth. Moreover, the analytic hierarchy process was innovatively used in this study. A mathematical model was developed to rank the risk factors affecting the construction of this type of industrial parks and related measures were proposed according to the results. From the analyses above, we drew a conclusion that this ICH industrial park was feasible. Furthermore, some pertinent suggestions were made for successful completion and operation of this park as soon as possible.
