随着某市经济和现代服务业的快速发展与大项目的逐渐增多以及集聚企业的增 加,对区域金融和市民公共服务提出了更多了需求。随着某市区域副都心、新都心 和生态新城的打造,在我国北京、上海、温州金融港逐渐崛起的环境下,为了促进 本市经济的进一步发展和为市民提供更好的服务,某市开始规划建设金融港和市民 公共服务中心的项目。市民服务中心是服务型政府建设的重要组成部分,建设金融 港及市民服务中心是对传统行政管理体制的变革和扬弃,是政府管理理念的一次改 革和创新。 基于某市金融港和市民公共服务中心项目建设的背景,分别从技术可行性、环 境可行性和经济可行性等三个方面对该项目进行了可行性分析。在技术可行方面, 主要从项目的总平面布置、项目的建筑及其结构、项目的给水与排水、项目的通风 及空调、项目的强电和弱电等方面进行了分析,得出项目在技术上可行的重要结论。 在项目的环境可行性方面,主要从卫生防疫分析、项目的节能分析、项目的消防分 析和项目的环境污染源分析等方面进行了论证,认为如果措施得当,项目的实施在 环境方面是可行的重要结论。在项目的经济可行性方面,主要从项目的投资估算与 资金筹措、项目的财务评价和项目经济效益和社会效益等三个方面进行了探究,得 出该项目经济可行的重要结论。总之,项目建设满足了某区经济发展产生的内在的 金融服务需求,对某市的金融格局的构建是一个很好的补充和完善。项目建设实现 了某区政府集中办公、提高办事效率,同时项目建设带来了大量的就业机会,促进 某市人才结构优化,这对维护社会稳定、和谐具有巨大贡献。最后,对全文进行了 总结并给出了一些参考建议。 关键词,金融港;可行性;项目;市民服务中心ABSTRACT With the rapid development of the XXX city economy and modern service sector and the gradual increase of some big projects and the aggregation of some enterprises and firms in the city, the more demand for the finance and citizen public service has become an important question. With the building of sub-CBD, new CBD and ecological city, and with the new environment of the financial harbor constructing in Beijing, Shanghai and Wenzhou in China, the XXX city has begun to build and design the financial harbor and citizen service center project. This project has become the vital part of service-based government. At the same time, building financial harbor and citizen public service is the revolution to the traditional administrative system and it is also the transforming of governmental idea. Based on the background of the XXX city project of the financial harbor and citizen public service, this thesis explores the project feasibility at the aspect of technological feasibility, environmental feasibility, and economical feasibility respectively. Firstly, for the technological feasibility, the thesis expounds the total layout, building and its structure, supplying water technology, windy and air-conditioner technology, and its electricity technology of the project. Secondly, for the environmental feasibility, this thesis explores the hygiene aspect, energy-saving technology, fire-fighting technology and the environmental pollution technology of the project. Thirdly, for the economical feasibility, this thesis researches the project for the investing calculation and the fund-collecting, financial appraise and its economical and social performance. In sort, the thesis has drawn the following conclusion that the project-building has met the financial demand this city’s economy development and has become a supplement and integration for its financial sector. However, the project has realized the integrated service and approved administrative efficiency, and it also promotes the employment and the optimization of talented staff which is beneficial the social stabilization and harmony development. Finally, the thesis gives a total conclusion and proposes some feasible suggestions.
