南宁市位于珠江流域西江水系的最大支流郁江中!下游的岂江河段上,是 广西壮族自治区的首府,为1987年全国首批重点防洪城市2001年7月南宁市 发生了1937年以来的大洪水(约10年一遇),为此南宁市政府把城市防洪列 为重点基础工程南宁市防洪的重点是解决抵御外江洪水和城市排涝两个方面 的问题沙江堤作为南宁市防洪体系的一个不可或缺的部分,重点也在解决这 两个问题 文章主要从这两个方面进行了方案比较研究:一方面是防洪工程一一防洪 堤的堤线选择!堤型方案确定以及与防洪堤相联系的其他建筑物,如堤防上下 码头!防洪排涝闸!穿堤灌渠涵闸的建设等;一方面是排涝工程一一沙江泵站 的方案比选!泵房的设计等;并从环境影响以及经济的角度给出了一定的评价, 最后得出结论: 从工程建设的必要性角度看:南宁市江南区的城市规模和其所处的地位, 现有堤防的防洪力与之不相适应,为此尽快加高现有的市区沙江堤,使南宁江 南区有一个安全的生活!生产!建设!投资环境,是非常必要的,也是十分迫 切的沙江堤是河南堤的上游封闭端,江南片50年一遇洪水的防御由沙江堤 与河南东堤!河南支线堤!河南西堤共同承担其工程建设十分的必要 从方案比较结果看:1!防洪方案:旧堤线方案,由于规划时间较早,堤 线过于弯曲,没有充分考虑城市规划建设发展需要;堤路园结合的新堤线方案, 充分考虑到城市规划建设发展的需要,保护了西南地区出海大通道南宁市沙井铁路南站枢纽及工业!物流园区,增加保护面积5.84km,!人口3万人(规划), 土地增值约4.4亿元,满足了南宁市城市规划建设发展的要求,有着巨大的经 济效益!社会效益和环境效益因此,按新堤线方案建设的堤路园是保证南宁 市作为西南地区出海通道枢纽城市及东盟博览会永久会址城市的战略要求,也 是南宁市完善城市经济结构和产业布局,提升城市综合竞争力的必然要求 2!排涝方案,经过比较,由于方案一考虑拟建泵站抽排全流域洪水,投 资比方案二!方案三都小,管理集中,运行调度简单,不涉及上游水库的改造 及运行调度,具有单一性特点,最终推荐选择投资最省!淹没拆迁少!审批程 序简单的方案一:全流域抽排 从上述项目建设的必要性和工程设计的经济指标及项目的社会效益方面 着眼,沙江堤改建工程应尽快实施 关键词:防洪排涝防洪堤设计泵站设计环境影响评价 经济影响评价Thep1ande11berationofNanningflood一eontrolworkssandriver d1keseet1onf1oodPrevent1onanddra1nswaterloggedIand ABSTRACT Nann1ng,Guangx1ZhuangAutonomousReg1oneaP1tal,151oeatedon thedownr1verYongj1angseet1on,b1ggestbranehYuJiang,whieh15in thePear1RiverbasinWestRiversystem.Itbeeamethefirsnationa keyf1oodPrevent1oneityin1987.InJuly2001,Nanninghadthebiggest f1ood(about11n10years)51nee1937.50thegovernment1iststheeity f1oodPrevent1onasthekeyfoundat1onengineering.ThefloodPrevention keyPo1nt15to501vetwoasPeetsquest1ons:theres1staneeofoutr1ver ena.n丫.(YongJ1angr1ver)f1oodandthee1tywater1ogged1anddra1ns.
