1 摘要 中国改革开放以来经济发展迅猛,特别是近几年,多地频繁发生的环境污染 问题,促使第三方检测企业的产生,使该类型企业在近年不断壮大发展,当局也 大力支持该类型企业的发展。目前对于绩效管控体系的研究多集中于生产制造类 企业、高新技术产业、高校以及事业单位方面等,对于环境检测类型企业的绩效 管控案例研究比较少;本篇文章之所以选取 SHWZ 公司,就是因为这是一家第三 方环境检测类型的公司,具有一定的行业特色,国内在对于该行业的研究,主要 集中在发展现状的问题上,在从绩效管理方面入手,促进该行业未来可持续发展 的研究还处在初级阶段。 首先,本文通过对国内外绩效管理的一些相关学说进行学习,对 SHWZ 公司 绩效管控体系进行了梳理与解析,在分析、总结 SHWZ 公司绩效管理现状的基础 上,发现了 SHWZ 公司在整体绩效管控系统存在的问题:第一,对公司的制定绩 效管控体系从而达到一个目标没有一个明确的定位;第二,公司对于整体关键指 标、部门关键指标以及个人关键指标没有形成一个系统考核标准;第三,在进行 绩效考核过程中以及考核后期,上下级之间缺乏高效的沟通,对考核结果的反馈 程度也不够,而公司管理者对考核结果的运用除了体现在工资水平上,其余部分 并没有充分利用,公司整体也缺乏相应的文化和制度支持。其次,在针对 SHWZ 公司出现绩效问题原因分析的层次上,提出了 SHWZ 公司绩效管控的改善方案, 把 SHWZ 公司绩效考核指标分为公司整体、部门、个人,按层级向下递进的结 构。再次,在明确了 SHWZ 公司绩效管理的改进目标的基础上,从多个环节对公 司绩效管理体系的优化和完善进行了详细的分析。最后,为了确保 SHWZ 公司优 化后的系统贯彻执行,相应设计出了绩效管理保障系统。 通过对 SHWZ 公司绩效管理方面出现的问题进行剖析,设计出相应的优化方 案,对于近年来不断发展壮大的第三方检测类企业有一定的启示作用。在该类型 企业抓住发展机遇的同时,也要重视对企业内部的管理,提高企业自身实力,整 合各方面资源,推动行业优势的形成,为推动我国环境检测市场良性发展发挥积 极作用。 关键词:绩效管控;优化设计;第三方检测Abstract 2 Abstract Chinese rapid economic development since the reform and opening up, especially in recent years, more frequent problems of environmental pollution, and brought about the naissance of the third party testing companies, make this type of enterprises in the growing development in recent years, the authorities are also strongly support the rapid growth of the type enterprise. First of all, this article through to some related theory to study of performance management at home and abroad, to SHWZ company to parse and generalizes the performance control system, based on the analysis and summary of SHWZ company performance management on the basis of the status quo, found SHWZ company in the overall performance of the control system the problem: first, develop performance control system of the company so as to achieve a goal without a clear positioning; Second, the company does not form a system assessment standard for key indicators, key indicators and personal key indicators. Third, late in the process of performance appraisal and assessment, lack of effective communication between higher and lower, the result of the assessment of the degree of feedback is not enough, and the company managers in the use of the assessment results in addition to reflect on the level of wages, did not make full use of the rest of the company as a whole also lack of corresponding cultural and institutional support. Finally, in order to ensure the implementation of SHWZ's optimized system, the performance management guarantee systemwasdesigned accordingly. Through the SHWZ corporate performance management problems are analyzed, designed the corresponding optimization scheme, for continuous development in recent years the third party testing companies has the certain enlightenment function.
