我国房地产市场近年来发展迅猛,如火如荼,紧接而至的便是迅速上涨的房价, 为抑制房价的节节攀升,我国及时提出“租购并举”的应对措施,以期其能成为一条 有效的缰绳,勒住房价的同时,成为我国完善和促进房地产市场平稳健康发展的关键 手段。当经济增长放缓,金融监管力度持续加强,对于重资产、大资金量的房地产业 企业而言,资金链压力持续增长。防范长期和系统性风险已经成为银行管理的重中之 重。基于风险偏好和社会责任,国有商业银行纷纷开始转战租赁房信贷业务市场。 本论文以 J 银行为例,从目前租赁房信贷业务及类似业务开展和风险暴露情况出 发,结合业务特点、目前政策等多因素考虑,基于风险管理视角,侧重于信用风险识 别、评估环节,发现 J 银行在租赁房信贷业务开展过程中所存在的管理问题,并通过 在对业务风险识别、评估环节中评级管理、经济资本管理等流程中所存在的现实问题, 有针对性的逐条进行分析和优化方案设计,同时为保障优化方案能够顺利而成功开 展,又相应地设计了业务优化方案开展的保障措施。希望通过研究,能为 J 银行在租 赁房信贷业务开展的过程中的流程切实提供优化和帮助,同时为同业的租赁房信贷业 务开展提供参考。 关键词,租赁房、信贷风险、风险识别和评估III Abstract The real estate market in China has made great progress in recent years. In order to restrain the fast rising house price, the rent and purchase has become an important hand for the country to develop a new policy system to improve real estate market more stable and healthy . When the economic growth slowed down and financial supervision continued to strengthen, capital chain pressure continued to grow for real estate enterprises with heavy assets and large capital. Preventing long-term and systemic risks has become the top priority of bank management. Based on risk preference and social responsibility, state-owned commercial banks began to fight the market of renting house credit business. Taking J bank as an example, based on the perspective of risk management, this paper reveals the management problems in the process of leasing the credit business, and analyzes and optimizes the project through the practical problems of rating management, economic capital management, data support and professional team construction. At the same time, in order to ensure that the optimization plan can be carried out smoothly and successfully, corresponding safeguards for the business optimization plan are designed accordingly. It is hoped that through the research, it can provide the optimization and help for the J bank in the process of the rental housing business, and provide reference for the rental housing business in the same industry.
