能源供应紧张、自然环境恶化和全球气候变暖日益成为制约人类社会发展的难题, 未来社会的可持续发展离不开对太阳能、风能等可再生能源的开发和利用。太阳能资源 因获取容易、无环境污染、储量丰富等许多优点开始受到人类的重视。我国政府高度重 视太阳能光伏发电应用的发展,近期发布的《可再生能源发展“十三五”规划》对 2007 年制定的 180 万千瓦的太阳能光伏发电其容量规模进行了调整,指出到 2020 年实现光 伏发电 1.1 亿千瓦以上,全面促进我国光伏发电规模化应用,降低发电成本,推动太阳 能光伏发电产业化发展。 近年来,广东省江门市经济发展迅速,能源需求持续增加,H 公司计划投资利用广 东省江门市蓬江区汇华创业园的建筑屋顶建设屋面分布式光伏电站,项目预计总装机容 量 8MW,一期装机 5MW。汇华项目的建设内容包括太阳能光伏发电站的系统设计与施 工及其相关配套设施的铺设。本项目的投资建设符合新能源发展战略和实施节能减排工 作的需要,有利于改善地区能源结构以及拉动光伏产业的发展,同时项目建成后上网含 税电价较低,资本投资回报收益率较高,因而具有重要的社会和经济意义。 本商业计划书主要从项目概况、项目可行性分析、项目建设方案、施工组织及工程 管理设计,以及财务分析和风险评估五方面对项目进行研究分析,为投资决策和工程管 理提供科学的依据。首先,项目概况介绍了项目的基本背景和任务;接着,通过对太阳 能资源、工程地质等方面的评估论证了本项目的可行性;然后,项目建设方案和施工组 织及工程管理设计是本商业计划书的重点,具体阐述了本项目在建设实施及工程管理方 面的安排;最后通过财务分析及风险评估讨论了本项目的投资回报和效益。总体而言, 本项目的太阳能资源条件好,所选场址的工程建设条件满足本项目规划建设容量的要求, 同时项目建成后具有较好的盈利能力和较高的社会效益。 关键词,商业计划书;太阳能光伏发电;工程管理设计;财务评价II Abstract With energy shortage, environmental pollution and global warming are becoming increasingly difficult problems in the world, the development and use of renewable energy has become the inevitable choice to promote the sustainable development of human society. Due to large reserves, clean, environmentally friendly, widely distributed and many other advantages, solar energy is increasingly valued by humans. Chinese government gives high priority on the development of solar photovoltaic applications. In the thirteen five plan of renewable energy development, the capacity of solar photovoltaic power generation will be adjusted from the 180 million kilowatts in 2007 to 110 million kilowatts or more by 2020. Therefore, the large-scale application of photovoltaic power generation and the application of solar thermal utilization in urban and rural areas will be promoted, and then the solar thermal power industry can develop better and faster. In response to the call of national new energy construction and to speed up the large-scale application of domestic photovoltaic power generation, H company plans to invest a distributed photovoltaic power station in the roof of buildings in Huihua Pioneer Park in Jiangmen City, Guangdong Province. The project is expected to install total capacity of 8MW, and install 5MW in phase 1. The construction content of the project includes solar photovoltaic power generation system and the corresponding supporting facilities. The investment and construction of the project conforms to the national new energy development strategy and the need of energy conservation and emission reduction, which is also conducive to improving the regional energy structure and stimulating the development of the photovoltaic industry. At the same time, after the completion of the project, electricity price will be lower and the investment capital internal rate of return is high, which has important social and economic significance. By introducing the project profile, project feasibility analysis, project construction program, construction organization and project management design, as well as financial analysis and risk assessment of the project, the business plan will provide a scientific basis for investment decision-making and project management. First, the project profile introduces the basic background and tasks of the project. Then, the feasibility of the project is demonstrated through the assessment of solar energy resources and engineering geology. Next, the project construction plan and construction organization and project management design focus on the implementation of the project in the construction and project management arrangements. Finally, the return on investment and efficiency of the project are discussed through theIII financial analysis and risk assessment of the project. Overall, the project’s solar resources conditions are good, and the selected site’s construction conditions can meet the project construction capacity requirements. Besides, while the project is completed, the electricity price is relatively low and the return of investment is high. In addition, with good social benefits the construction of the project is in line with national renewable energy development policy. Therefore, the photovoltaic power generation project has a very high construction feasibility and good investment value.
