摘要
能源危机是经济快速发展的必然产物,由此产生的环境恶化压力下大力推进节能减
排战略的需要,使发展太阳能、风能等可再生的清洁能源已成为社会发展到当前阶段的
必然要求。光伏发电项目凭借低碳、噪声低、适用范围广等特点而备受青睐,而分布式
光伏发电项目更是由于分布性的独特优势,已成为新能源应用的重要方式。与传统发电
项目不同,分布式光伏发电项目由于涉及管理主体多、管理链条长等原因,管理难度加
大,影响项目运行安全和管理效率

本文以L供电公司所属的分布式光伏发电项目为研究对象,首先在总结和应用项目
管理理论与方法的基础上,结合光伏发电项目的独特性,提出了适用于分布式光伏发电
的项目管理工具与方法;其次,结合L供电公司光伏发电项目管理的现行管理制度与实
践,对其在分布式光伏发电管理中存在的同期线损管理、配网安全管理、信息采集管理、
资金结算管理等多方面进行剖析,阐述了以上四方面中存在的问题及其形成原因;然后,
根据L供电公司实际,运用项目管理的理念与方法针对前文提出的四方面问题提出了项
目管理改进的总体思路和具体措施;最后以大宁县供电公司为例,对提出的整改措施进
行了验证

研究发现,L供电公司相关管理流程没有充分考虑分布式光伏发电的特殊性,项目
管理中不同主体及部门间的信息交叉度低、协调难度大是导致项目管理效率不能令人满
意的重要原因。为提高项目管理效率,L供电公司应当重点着眼于项目管理主体协调机
制的构建上,在此基础上再进行相应的管理模式和业务流程的优化。具体可采取的管理
策略包括建立部门联席机制、构建新型线损管理模式、推进电能信息采集系统建设、开
展营配调一体化管理。基于大宁县供电公司的运行实验也初步验证了这些优化策略的可
行性和有效性

Energy crisis is the inevitable product of rapid economic development, the
resulting deterioration of the environment under the pressure to vigorously promote
the needs of energy-saving emission reduction strategy, so that the development of
solar energy, wind energy and other renewable energy has become a social
development to the current stage of the inevitable requirement.Photovoltaic power
generation projects with low-carbon, low noise, wide range of applications favored,
and distributed photovoltaic power generation project is due to the unique advantages
of distribution, has become an important way of new energy applications.Different
from the traditional power generation projects, distributed photovoltaic power
generation projects due to the management of the main body, long management chain
and other reasons, increasing the difficulty of management,then affecting the project
operation safety and management efficiency.
This paper takes the distributed photovoltaic power generation project of L
power supply company as the research object.Firstly, on the basis of summing up and
applying the theory and method of project management and combining with the
uniqueness of photovoltaic power generation project, the paper puts forward the
project management tools and methods for distributed photovoltaic power
generation;Secondly, combined with the current management system and practice of L
power company&39;s photovoltaic power generation project management, this paper
analyzes the problems of the same line loss management, distribution network
security management, information collection and management, fund settlement
management and so on in the distributed photovoltaic power generation management ,
Elaborated the above four aspects of the problems and the reasons for its
formation;Then, according to the actual situation of L power supply company, the
concept and method of project management are used to put forward the general idea
and concrete measures of project management improvement for the four aspects
mentioned above;Finally, take the Daning County power supply company as an
example, the proposed corrective measures were verified.It is found that the relevant management process of L power supply company does not
fully consider the particularity of distributed photovoltaic power generation. The information
interchange between different subjects and departments in project management is low and the
difficulty of coordination is the important reason that the project management efficiency is
unsatisfactory.In order to improve the efficiency of project management, L power supply
company should focus on the project management of the main body coordination mechanism
on the basis of this on the basis of the corresponding management model and business process
optimization.Specific management strategies can be adopted, including the establishment of
joint sector mechanism to build a new line loss management model, to promote the
construction of energy information collection system, to carry out the integration of business
management.Based on the operation experiment of Daning County Power Supply Company,
the feasibility and effectiveness of these optimization strategies are also verified.
