本文回顾国内外技术创新方面的研究,梳理有关技术创新的定义及方法。构
建了两阶段链式网络 DEA 模型,并引入协调度模型,将科技创新过程分为研发
阶段和商业化阶段,从时间、空间、时空三个维度来分析中国 30 个省市大中型
工业企业总体创新效率和每个子阶段的创新效率,以及两个子阶段间的创新协调
度,对协同创新有效性进行验证;并从内部、外部两个方面系统分析影响我国工
业企业创新绩效的因素,对这些因素进行回归分析,检测每个因素对创新绩效影
响程度。结果表明:1、近年来,我国工业企业研发投入、研发项目在逐年增加,
但同世界其他创新型国家相比,我国的创新投入较少,资源利用率较低。2、我
国工业企业创新绩效总体上呈现波动上升的趋势,各省市的创新绩效水平有较大
差别,从 2011 年开始两个子阶段的协调发展程度逐渐提高,协调度对创新绩效
有正向影响。3、内部因素对我国工业企业的影响较显著,其中,劳动者素质的
影响程度最大;外部因素中,政府投资、金融支持会降低创新绩效。最后根据创
新绩效的实证分析结果对我国工业创新提出相应的对策建议

ABSTRACT
Since we entered the information age, technology has continued to promote
economic development, and each country has tried to improve comprehensive
national power by enhancing technological strength. Industry, as the core force of
China&39;s economy, carries the most advanced technology, and provides a platform for
the technological innovation. We must change the traditional high energy
consumption and low efficiency of the extensive growth way, and try to use the
minimum investment to get the maximum output. In the background of building an
innovation-oriented country, the investment in scientific research and innovation is
increasing significantly. Therefore, it is important to study how the industrial
enterprises can make full use of resources and allocate resources rationally.
This paper reviews the domestic and foreign research, summaries the definition
and method of technological innovation, constructs a two-stage chain DEA model and
introduces the coordination degree model. The science and technology innovation
activities can be divided into two stages: R&D and commercialization. We analyze the
overall and segmental innovation efficiency of large-middle industrial enterprises in
30 provinces from the view of time, space and space-time, and then test the validity of
coordination innovation. In addition, we study the factors that affect the innovation
performance from the internal and external aspects, and do regression analysis for
these factors. The results show that: Firstly, China industrial R&D investment and
projects have increased in recent years. However, compared with other innovative
countries, China’s innovation investment is less, and resource utilization is lower.
Secondly, the performance of China industrial innovation wavelike rises, and the
innovation of provinces is different. The degree of coordinated development of the
two sub-stages has gradually increased from 2011, and had a positive impact on
innovation performance. Thirdly, the internal factors have a significant impact on
innovation, among which the quality of laborers is the most influential. In external
factors, government investment and financial support reduce the innovation
performance. At last, according to the results of empirical analysis, the paper puts
forward some specific suggestions to improve industrial innovation performance.
