(2)建立了生态工业园经济绩效评价指标体系,选用距离函数法对指标进
行综合评价,从而建立了生态工业园经济绩效评价模型。
(3)建立了生态工业园产业共生效率评价体系,对生态工业园内产业共生
效率进行评价,并与生态工业园内经济绩效做关联机理研宄,建立产业共生效率
与经济绩效的关联作用体系,为生态工业园经济绩效内在机理研究提供理论依
据。
(4)对选取的国内典型生态工业园做经济绩效评价分析,并进行排名。同
时,对这些生态工业园产业共生效率与经济绩效做关联分析与研宄,从而说明生
态工业园产业共生对经济绩效的作用效果,最终揭示生态工业园经济绩效的内在
机理,并为中国生态工业园未来的经济可持续发展提出建议。

ABSTRACT
Eco-Industrial Park (EIP) is one of circular economy development models
combined industry and ecology. There are lots of research on environmental effects of
eco-industrial parks,while the analysis of economic performance still needs to be
farther evaluated. Based on the review and economic evaluation of both domestic and
regional eco-industrial parks, In this paper, An economic evaluation system of
eco-industrial parks is proposed and the economic performance of Chinese
eco-industrial parks were evaluated according to it. The main contents are as follows,
1、Theresearch on the status of development of the domestic eco-industrial
parks were conducted in different regions, different types of industries,difFerent
construction stages and at different levels of economic development.The development
problems of eco-industrial parks were researched in a comprehensive way in order to
provide references to the construction of national eco-industrial parks during Twelve
Five period.
2、Inorder to establish the performance evaluation model for eco-industrial
parks, An evaluation index system of economic performance in eco-industrial parks
was established and the distance fimction method was chosen to give a comprehensive
evaluation.
3、Inorder to evaluate the industrial symbiosis efficiency of eco-industrial parks
and to conduct the research on the associated mechanism with the economic
performance of eco-industrial parks, An evaluation system on industrial symbiosis
efficiency of eco-industrial parks was established. The establishment of the associated
mechanism system between industrial symbiosis efficiency and economic
performance of eco-industrial parks provides a theoretical basis on the internal
mechanism of economic performance in the eco-industrial parks.
4、Evaluationand analysis of the economic performance of selected domestic
eco-industrial park s was conducted. Meanwhile, correlation analysis and research is
conducted to illustrate industrial symbiosis efficiency and economic performance of
eco-industrial parks, ultimately revealing the inherent mechanism of eco-industrial
park economic performance and proposing suggestions for fiiture economic
sustainable development of eco-industrial park in China.

工业化在给我们带来经济增长的同时也造成了严重的环境污染,作为解决这
一问题的工业生态系统的理论逐渐受到人们的重视。20世纪90年代以来,以丹
麦卡伦堡生态工业园为代表的生态工业园的创建与发展将生态工业园这一园区
发展模式带入人们的视线。20世纪90年代以来,经过十几年的发展,生态工业
园区开始成为世界工业园区发展领域的主体。全球生态工业园项目每年以倍增的
速度发展,在世界经济舞台上已逐渐幵始发挥重要作用。美国至少有40个社区
建立了生态工业园项目,在加拿大、日本等国家也相继进行了生态工业园的尝试
与建立,仅在日本就有大约60个生态工业园项目在运行和开发。生态工业园区
在欧洲的奥地利、瑞典、爱尔兰、荷兰、法国、英国、意大利等国家也正在迅速
发展。除此之外,在亚洲、南美洲及非洲的一些发展中国家也建立了许多生态工
业园[“15]。
我国在生态工业园的建设方面也进行了非常有益的积极实践和大胆探索。特
别是最近几年,山东鲁北企业集团(鲁北化工)、广西贵糖集团、浙江衢州以及
广东南海等纷纷提出了生态工业园区规划和建设的构想,并在国家政府有关机构
的参与下积极组织建设行动。同时,国内一些较早建立的大型经济开发区,如大
连、天津、烟台和苏州开发区等也积极参与了生态工业园区管理试点工作。目前,
我国已建成天津经济技术开发区、苏州工业园区、烟台经济技术开发区、山东潍
坊滨海经济开发区等20家国家生态工业示范园区,另有56家批准建设的国家生
态工业示范园区。江苏、山东等省份己率先启动省级生态工业示范园区的创建工
作。总体上,我国生态产业正处于快速发展的黄金时期[16_29]。
通过生态工业园的创建与发展,当地的环境情况得到明显改善,园区各污染
指标达标率明显提高。但是,作为以环境改善为前提的生态工业园的经济发展水
平如何、经济绩效达到何种程度则还没有详细的研究,并且对园区经济发展绩效
的内在机理分析也极为少见。对于生态工业园的经济与环境贡献具体情况还没有
数据说明,生态工业园这一区域经济发展模式的经济可行性也还需要有力的证据
予以证明。
