近年来,随着政府和社会资本投入的大幅增加,我国城市轨道交通的建设开
始步入快车道。经济的稳定发展,以及人们出行需求的快速增长,使得城市轨道
交通建设的进程不断加快,建设的规模不断扩大。未来几年,随着国家新一轮经
济建设热潮的到来,以及国家对城市基础设施建设的新的布局调整,我国轨道交
通的建设将迈上新的阶段。未来,随着国家对城市轨道交通建设重视度的进一步
提升,我国城市轨道交通建设将会有更大的飞跃

广州地铁设计研究院有限公司创建于 1993 年,在城市轨道交通设计方面拥
有雄厚的综合实力。然而,广州地铁设计研究院在发展的过程中,各业务的开展
大多各自为政,自成一体,尚未形成一体化经营机制,部分业务的发展思路偏离
了整体发展需要,致使公司的业务发展过于分散,难以统一协调。正确的发展战
略对促进企业的发展具有至关重要的作用,因此,本文针对广州地铁设计研究院
有限公司在发展过程中存在的突出问题,围绕公司的发展战略展开研究,对帮助
公司制定正确的发展站略,使公司在激烈的市场竞争中立于不败之地,具有重要
的现实意义

本文的研究得出以下结论:
(1)由 PEST 分析法对我国的宏观环境分析可知,政治上,我国政局稳定,
法治观念不断强化,经济上,我国经济高速发展,带动了各行各业的快速发展,
铁路行业发展形势喜人,城市轨道交通建设进入快车道,社会上,我国社会繁荣
稳定,人们的物质与精神生活日益丰富,技术上,我国信息化、智能化高新技术
进步惊人,为城市轨道交通建设注入了强劲的活力

(2)由 SWOT 模型分析表明,广州地铁设计研究院有限公司在竞争优势方面,
拥有依托实力雄厚的母公司、素质技术优良的人才队伍、丰富的行业管理经验、
长期经营珠三角区域业务基础、稳定海外合作关系等方面的优势;而公司在人才
队伍结构、核心业务能力及公司的经营管理等方面,也存在着一定的劣势;公司
在所处的国家政治经济条件、公司所处地理位置、公司所处行业领域等方面,面
临着较多的机会;而公司在所处的行业发展速度加快、城市轨道交通行业竞争的摘要

激烈性、行业技术的创新与发展等方面,面临着较多的威胁。公司只有抓紧机会、
把握优势、克服劣势、规避威胁与风险,才能赢得市场,赢得竞争

(3)广州地铁设计研究院有限公司为了促进自身的生存与发展,在确定自
身的愿景、战略思路和战略目标的基础上,应当确定以下发展战略:一是确定拓
展地铁轨道交通主营业务,寻求多业发展的国内战略;二是确定主动适应轨道交
通市场竞争大力拓展国际市场的国际化战略;三是确定加大轨道交通技术研发力
度,大力研发专业核心技术的技术创新战略

(4)公司为了确保发展战略的顺利推进,在发展战略的实施上,还应当做
好以下几方面的工作:一是实施组织变革,优化人力资源;二是建立有竞争力的
薪酬体系和激励机制;三是坚持技术创新战略,培育核心竞争力;四是提升项目
管理水平,增强公司盈利能力

Abstract
In recent years, with the dramatic increase in the government and social capital
input, the development speed of urban rail transit speeds up significantly in China.
The stable development of economy makes our country to throw more money into the
construction of rail transit, and this makes the scale of rail transit construction in
China has gradually expanded. The urban rail transit construction in China has
become the world&39;s highest, and has become the world&39;s largest market of urban rail
transit construction. In the next few years, with the advent of a new round of
economic construction boom, as well as the new layout adjustment of urban
infrastructure, urban mass transit industry will usher the peak in the construction. In
the future, with the country constantly increase investment in public infrastructure,
urban rail transit construction will have a big leap in China.
MTR design institute co., LTD., founded in 1993, and it is one of the most
abundant strength enterprise in integrated design in the domestic urban rail transit.
However, in the process of development, most of the business of MTR design institute
is more fragmented and independent, and integrated operational mechanism has not
been formed, and part of the business development ideas deviate from the need of the
overall development, and these cause the company&39;s business development too
scattered, even it is difficult to coordinate.
The right strategy is a necessary condition for enterprises to coordinate and
develop. Therefore, in this paper, the research of the MTR corporation development
strategy, has important practical significance to help the company to formulate correct
development, and make the company succeed in the fierce market competition.
By study this paper can draw the following conclusions:
(1) By the PEST analysis to our country&39;s macro environment, we can know
some of the following conditions: In politic , there is a political stability in our country,
and the rule of law idea strengthens unceasingly, In economy, the economy of our

country is developing in high speed, and it lead to the rapid development of all walks
of life. the industry development situation is encouraged, and the urban rail transit
construction is in a full-scale. In society, the society is stable and flourishing in our
country, and people&39;s living standards improved steadily. In technology, the high
technology represented by information technology is developing in a rapid speed, and
this provides a powerful technical support for the development of urban rail transit.
(2) The SWOT model analysis showed some of the following perorations: in the
aspect of competitive advantage of the MTR design institute co., LTD., the company
owns a strong parent company, a talent team of excellent quality and technology, a
rich management experience, a long-term basis in the pearl river delta region business
and a stable cooperation relationship with overseas; There are certain weaknesses in
the company such as the company’s personnel structure, the core business ability and
the company&39;s operation and management, etc.. In the aspects of the national political
and economic conditions, the geographical position, industry area, etc., the company
faces more opportunities; Yet in the aspects of the slow speed of the development of
the industry, the severity of the competition of the urban rail transit industry, the
innovation and development of industry technology, etc., the company faced with the
more threat. The company only grasps the opportunity, grasp the advantages,
overcome the disadvantages and avoid threats and risks, it can seek their own
development in the fierce competition in the market.

(3) in order to promote its own survival and development, on the basis of
establishing their own vision, strategic thinking and strategic goal, MTR company
should establish the following development strategies: one is to establish expanding
metro rail transit main business, and to seek diversified industries domestic strategy;
Two is to determine internationalization strategy that the company initiative to adapt
the rail transit market competition and expand the international market greatly; Three
is to establish innovation strategy that the company intensify rail transportation
technology research and develop the professional core technology.

also do the following several aspects on the implementation of the strategy of
developing: One is to implement the organizational change, and optimize human
resources; Two is to build a competitive compensation system and incentive

cultivate core competitive ability; Four is to improve project management level and to
enhance corporate profitability.
